JobSummary:
Incumbentserves as a point of contact on employee-related issues to include highlysensitive and confidential personnel matters. Incumbent must effectivelyutilize resources and coordinate duties to ensure successful completion oftasks in a timely manner. Incumbent is required to have a working knowledge ofall aspects of the Human Resources section of the Administration Division, aswell as a broad understanding of the Office of the Sergeant at Arms (SAA) andall applicable legal requirements, House Rules, Committee, and SAA policies.
Duties:
WorkExperience and Education:
Bachelor's degree or equivalent workexperience. Must have four or more years of experience in human resources or related field.House experience preferred. Must be able to successfully pass a criminalhistory records check.
Knowledge,Skills, and Abilities:
Knowledge ofpolicies and procedures of the House of Representatives and SAA; knowledge ofhuman resources principles and practices, knowledge of the CongressionalAccountability Act; knowledge of the House Employees Position ClassificationAct; knowledge of the Family Medical Leave Act; ability to independentlyresearch, analyze and interpret facts and data in order to plan, organize, andconduct personnel investigations of substantial scope and complexity; abilityto present complex and sensitive information, issues or concerns to officialsat various organizational levels and effectively present findings and provideadvice and guidance; ability to analyze various informational sources, drawconclusions and prepare reports; ability to conduct trainings and briefings todisseminate information to SAA staff and leadership; excellent organizationalskills; excellent oral communications skills; strong written communicationsskills; strong computer skills to include the use of MS Office suiteapplications; detail oriented; professional telephone manner; ability to listencarefully and respond in a tactful and courteous manner to requests andinquiries from SAA staff; ability to maintain confidentiality while handlingsensitive employee issues; ability to work well under pressure and maintain aprofessional and courteous work disposition; ability to independently makedecisions while knowing when to escalate; ability to develop and maintaineffective working relationships within the Congressional community; and abilityto identify issues, evaluate information and make logical recommendations forresolution.
WorkSchedule:
Full-time,permanent. Monday - Friday. Hours: 9:00 a.m. - 5:30 p.m. Must be able to work outside of normalbusiness hours, when necessary.

JobSummary:

Duties:
- Assists with various human resources programs, projects, and initiatives.
- Investigates sensitive and/or complex employee relations matters from start to finish, including conducting thorough intake, leading effective investigations, documenting findings, and following up with all relevant parties.
- Compiles, prepares and maintains relevant documentation to create timely and comprehensive written investigative reports that clearly identify the issues investigated, reference relevant organization/department policies, and make recommendations for resolution in the executive-level summary.
- Reviews and approves SAA employee requests for Family Medical Leave and Leave Share. Maintains and secures sensitive documentation relating to these requests.
- Serves as the lead for off-boarding SAA staff to include preparing documentation, following procedures, and ensuring timelines are met.
- Conducts briefings on administrative processes, procedures and practices.
- Assists with disseminating information to staff on Performance Management and Career Path standards.
- Manages and maintains employee information system.
- Maintains awareness of changing human resources policies and procedures and notifies the SAA's Chief Administrative Officer and Deputy Chief Administrative Officer when updates are needed.
- Assists with the development and implementation of documents and procedures relating to human resource programs and projects and provides recommendations for process improvements.
- Assists with updating office policies.
- Serves on the House Officers' and Inspector General's Human Resources Task Force.
- Assists with the coordination of training programs and logistics.
- Assists SAA's Chief Administrative Officer and Deputy Chief Administrative Officer with special projects.
- Assists with special events as needed.
- Performs other duties as assigned.
