As of 10/01/2021, the MAPA career ladder has changed and is no longer a GS-7/9/11/12/13. Selectee will perform the duties of a Management and Program Analyst (MAPA) GS13 in support of the International Protocol Unit (IPU). The selectee will routinely contact the most senior level representatives with the FBI to include the Director's Office, FBIHQ Branch/Division heads, and Field Offices to schedule and coordinate meetings with international representatives.
The MAPA is recognized as Government-wide protocol expert in subject matters vital to national security and continuing foreign interests for FBI investigative and operational programs with wide national and international scope and impact.
Key Requirements

  • Selectee will be required to complete form FD-887, Request for Access to Sensitive Compartmented Information (SCI)
Major Duties
  • Serve as the top-level consultant and foreign liaison program manager with knowledge of a variety of professional disciplines such as international relations, current affairs/history, cultures, geography, international protocol, business etiquette, and other activities and resources of foreign nations.
  • Serve not only IOD, but a vast array of levels within the FBI to include the FBI Director, Deputy Director, Executive Assistant Directors, Divisional representatives and the bureau globally.
  • Perform at an expert level, analysis of incoming requests for meetings/engagements with FBI personnel to determine if the request aligns with IOD's and the FBI's strategic priorities and the appropriate equivalent ranking level of the foreign official and FBI personnel
  • Perform/coordinate all aspects of international meetings/briefings on a regular basis working with all FBI offices to include FBIHQ, Field Offices, and Legats. Following the meetings, the MAPA coordinates further with the meeting host to ensure an After Action report is received dictating the discussions that occurred, which are uploaded and filed within the FBI's record system for future reference by the Director and other FBI personnel.
  • Plan, coordinate and compile complex agendas and provide FBI stakeholders recommendations
  • Serve FBI officials and high-ranking officials from outside of the FBI (counterparts within the foreign liaison, diplomatic, policy-making, law enforcement, prosecutorial, and regularly communities) or persons who provide information critical to the course of FBI investigations.
  • Coordinate all logistical details, such as organizing and planning social engagements outside of FBI space utilizing FBI appropriated funds and serve as an expert adviser to other FBI personnel regarding SecD Foreign Visitor Policy 0172D and the CORRE/REP Policy 0925D in order to further the FBI's relationship and operations abroad as reciprocity
  • Manage and prioritize work assignments to support shifting priorities daily independently
    External contacts include various related topic-specific groups addressing international cooperation and foreign liaison issues; a recognized authority throughout the foreign liaison and law enforcement community.

Specialized Experience (SE):
GS-13: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-12 grade level. SE is defined as follows:
  • Integrating short and long-range program plans, which include budget analysis, strategic planning, automation, and/or personnel resources.
  • Researching policies, directives, laws and regulations to evaluate and develop new techniques to affect changes in methods, procedures and the organization.
  • Evaluating current organizational/program assignments and responsibilities through research, interviews and observations, to determine the impact upon the organization/program.

The 12-month waiting period begins the day an employee reports for duty at the new location.
