The next Accounting Manager will lead a small, highly competent team serving in one of Washington's few cities with a Moody's Aaa rating. The Accounting Manager reports to the Finance Director and has primary responsibility for the City's Annual Comprehensive Financial Report. The successful candidate will have a broad accounting and finance background, supervisory experience, and effective communication skills.

Regardless of position or telecommuting authorization status, city employees must reside in Washington and within a reasonable distance to their regular work location.
Working Conditions
This position is eligible for a hybrid (in-office and telecommuting) work schedule. The regular work schedule is generally Monday through Friday, 8 am to 5 pm. Work is primarily performed in an office which is busy, oriented to public service and subject to occasional work interruptions. Noise level is moderate. Position infrequently requires outdoor work, which includes driving a vehicle. Outdoor environment can include uneven and unstable walking surfaces, tripping hazards and inclement weather conditions. Frequent attendance at meetings before or after regular work hours is required.
Physical Requirements
Continuous repetitive arm/hand movement is essential to performance. The incumbent in this position must be able to discern voice conversation, have the physical ability to perform essential job functions, and have hand-eye coordination sufficient to operate computers, do keyboarding and operate other office equipment. The incumbent must have the ability to produce legible handwritten documents and may need to push, pull, lift and carry up to 20 pounds.
Additional Salary DetailsThe salary range for this position is $10,442-$13,094 per month. The hiring range is $10,442-$11,693 per month. Step increases are attained annually based on satisfactory performance.

- Knowledge of government accounting standards and the Washington State Auditor's Office Budgeting, Accounting and Reporting System Manual;
- Annual Comprehensive Financial Report preparation experience;
- A broad knowledge base in the areas of local government accounting, auditing, general ledger maintenance, treasury functions, accounts payable, accounts receivable, long-term debt issuance including legal compliance, and grant management including preparing the Schedule of Expenditures of Federal Awards;
- Experience or knowledge implementing and administering internal controls to safely protect public resources; and
- The ability to establish and maintain positive working relationships with department heads, external auditors, consultants, financial institutions, peers, employees, and the general public.

Essential Functions
- Functions as a member of the Finance and Administrative Services department management team; works closely with the Finance Director to guide and coordinate long range financial planning, major projects, and day-to-day activities.
- Responsible for all aspects of the annual comprehensive financial report.
- Responsible for all Washington State Auditor's Office reporting, the Washington State
- Department of Transportation annual street report, and periodic debt and financial reporting to local and state agencies.
- Manages the City's general ledger structure including design, new classifications, accounts and changes to existing accounts.
- Leads, organizes, coordinates, and directs the month-end financial closing; records monthly transfers and adjusting journal entries.
- Assists with long-term financial activity including investment management and financial analysis.
- Responsible for banking and cash management; supervises the monthly bank reconciliation.
- Responsible for long-term debt and municipal securities disclosure.
- Supervises and evaluates the performance of assigned personnel; assists in the selection of new employees; makes recommendations to the Director as assigned.
- Responsible for internal controls over the accounting function and internal audit of revenues and expenditures.
- Maintains and applies current knowledge of financial laws, regulations and national accounting standards.
- Represents the City to other municipalities, bond underwriters, counsel, other agencies and employers.
- Monitors federal, state and other local legislation to determine impacts on accounting policies and practices; prepares, coordinates and implements responses and recommendations.
- Provides assistance and supervision to subordinates in planning and implementing programs; selects, trains, motivates, coaches and evaluates staff; establishes and monitors employee performance objectives; provides or coordinates staff training.
- Meets regularly with staff to discuss and resolve priorities, workload and technical issues.
- Facilitates problem solving in the Accounting and Audit Division; encourages a high degree of communication and feedback between employees and supervisors; leads by example by maintaining high standards of behavior and performance.
- Maintains timely and regular attendance.
- Other duties as assigned.
Qualifications

- Pertinent federal, state and local laws, codes and regulations applicable to governmental finance.
- Program and project management techniques and principles.
- Research methods and report preparation and presentation.
- Management practices in a union environment.
- Correct English usage, grammar, spelling, punctuation and vocabulary.
- Develop short- and long-range goals, and plan, assign, coordinate and evaluate the work of subordinates.
- Analyze issues, evaluate alternatives and make logical recommendations based on findings.
- Administer program goals and objectives; implement initiatives and recommendations in support of department and City goals.
- Foster cooperative group processes and efficiently use resources, delegate tasks and workload assignments.
- Develop and monitor program/project operating budgets, costs and schedules.
- Assess and prioritize multiple tasks, projects and demands.
- Supervise, lead, coach and use best management practices to improve staff performance.
- Effectively administer a variety of city-wide programs.
- Interpret and apply city policies, procedures, laws and regulations.
