IFC's Vice Presidency for Corporate Support (COSVPU) integrates Budget and Business Administration, Human Resources, Communication & Outreach, Strategy & Operations Management, and Information & Technology departments under one umbrella to enable execution of IFC's strategy and address operational needs in the most effective manner.
IFC's Budget & Administration Department (CBA) includes budgeting, investment and advisory support, administration, procurement support and real estate and facilities management functions. CBA has the mandate to connect the dots across the organization and bring insight and consistency to IFC's resource management and its global real estate and procurement delivery.
CBA's Industries, Operations Support and Corporate Services (CBAIC) unit, one of 4 client-facing finance units in the department, provides support to HQ VPU's and Departments.. CBAIC is seeking a dynamic Finance Officer to lead client delivery to the Legal, Institutional Risk, and Governance Vice Presidency (CLS VPU). The Finance Officer will serve as a strategic advisor, assisting the client VP / Directors and their respective leadership teams with resource and budget planning, business finance analysis, and strengthening internal controls. This position is based in Washington, DC.
DUTIES AND ACCOUNTABILITIES
Business Management responsibilities
Contribute to the design and implementation of business finance policies and practices.
Maintain the financial approaches, policies and procedures to enable the client to run their respective businesses in line with central standards and policies and other corporate expectations.
Advocate and drive cost-effective delivery of business finance services, promoting transparency, consistency, simplicity, innovation, and automation.
Contribute to the preparation of the client's business planning deliverables working closely with client line management, ensuring integrated and comprehensive approach to resource planning including all sources of revenues and expenses. This will require close collaboration with respective HR business partner on an ongoing basis.
Support line management in the monitoring and evaluation of client's financial performance.
Ensure appropriate fiduciary care is exercised for all funds.
Participate in the review, design, implementation, and maintenance of appropriate internal controls, in full compliance with WBG policies and procedures.
People/Talent Management responsibilities
Lead a small team, including recruitment, performance evaluations, mentoring, coaching and career development, under the guidance of the CBAIC manager.
Engage and evaluate consultants, where relevant.
Organize subordinates to maximize efficiency and effectiveness, with a focus on consistency of quality and timeliness of service.
Business Partnership/Relationship Management responsibilities
Build and maintain strong links and trust at all levels within client VPU /Departments, CBA and other relevant units in IFC to drive results.
In domain area, provide ongoing representation of the client VPU/Departments and outreach to key stakeholders.
Knowledge Management responsibilities
Capture and disseminate best practices to CBA staff and client VPU/Departments.
Selection Criteria
Master's degree in finance, business, accounting, or relevant fields with at least 8 years of experience.
Superior knowledge and understanding of budgeting concepts including budget formulation, expense monitoring, and fundamental financial/expense controls.
Proven ability to recruit, develop and retain high potential talent.
Genuinely collaborative with a proven ability to build effective partnerships.
Strong track record of driving innovation, simplicity, and efficiencies and enhancing performance using technology, process improvements, training and other tools.
Advanced analytical and conceptual skills and capacity to respond quickly, selectively and with flexibility to issues.
Outstanding organizational skills and proven ability to multitask and attend to details.
Excellent interpersonal skills and a proven track record of working effectively in a multicultural team environment with staff at all levels.
Strong client and business orientation with demonstrated ability to understand and synthesize business needs, and to balance internal client needs and controls.
Superior written and verbal communication skills.
Demonstrated maturity, sound judgment, and ability to convey complex messages succinctly.
Outstanding interpersonal skills and a proven track record of working effectively in a multicultural team environment.
Ability to develop innovative solutions and challenge the "status quo".
