ANNUAL ANTICIPATED HIRING RANGE: $156,526.00 or a 6% increase to the selected candidates current salary, whichever is greater.

Job Summary:

During the national search for a replacement Chief Financial Officer, the Interim Financial Services Director has the primary responsibility managing the City's finances and providing executive leadership of the diverse functions of Financial Services, including financial planning and analysis, budgeting, financial/accounting, procurement, sales tax & revenue, philanthropic giving, utilities finance, and utilities customer service. The position will work closely with members of the Finance Management team to ensure continuity of record keeping and reporting, decision support and analysis, and assessment and management of financial risks and emerging trends. For the interim period, the position will oversee all fiscal functions of the City and serve on the executive leadership team. The duration of the role is currently anticipated to be a 4-6-month assignment dependent upon the successful recruitment of a CFO. Leaders from across the City are encouraged to submit a resume for consideration and discussion. The Interim Finance Director must reside within 5 miles of the City limits per City Charter.

Essential Duties:
  • Leads a high-performing Financial Services organization that provides outstanding customer service, appropriate fiduciary controls and systems, and information and analysis for effective decisions.
  • Work closely on financial and operational matters with the City Manager and elected officials through ELT and the Council Finance Committee, with support from other finance managers.
  • Working with Service Area Directors and Department heads, steer and guide the organization to appropriate financial decisions.
  • Guide and lead the activities of Accounting, Finance, Budget, Procurement, Sales Tax, Philanthropy, and Utility Finance and Customer Connections.

Required Knowledge Skills and Abilities:
  • Knowledge of governmental accounting, budgeting, andfinance.
  • Knowledge of practices and principles of businessmanagement.
  • Knowledge and experience in financial trend forecasting,rate modeling, and strategic financial analysis.
  • Knowledge of public policy development and administration.
  • Ability to influence and advise senior leaders based onknowledge, experience, and logic.
  • Ability to develop and implement complex systems andprocesses across the City organization.
  • Critical, analytical, and systems thinking that connectsthe dots in informative ways to identify trends and emerging issues forconsideration.
  • Ability to evaluate complex business/serviceproposals/issues and develop appropriate solutions that optimize servicedelivery to the community with minimal financial risk.
  • Excellent people skills to effectively interact andinfluence management, staff, and key partners.
  • Ability to foster collaborative working relationshipsamong staff members to deeply understand organizational needs and deliverexceptional customer service.

Residency Requirement:
Consistent with the residency requirement in the CityCharter (Article IV, Section 3), during their term of employment, the CityManager must live within the City limits, while Service Area Directors, deputyCity managers, assistant City managers, and the City Clerk must reside withinthe Fort Collins Urban Growth Area. An interim appointment designates an employee to amanagement level position for a temporary period, typically not exceeding12 months, and grants the interim appointee the authority andresponsibility normally associated with that position. The interimappointee serving in an interim capacity for longer than 90 days willreceive a temporary pay increase equal to the greater of the following:
a. The amount necessary to bring the employee's wage to theminimum of the pay grade in which they are serving in an interimappointment or
b. A 6.0% increase, whichever is greater
