About the Department:The Information Technology Services Department is responsible for enterprise technology operations for the City of Alexandria. ITS provides technology services and solutions to City departments to enhance service delivery. ITS aligns its work with City needs by providing leadership, resources, expertise, and products that enable departments to better serve the City's residents, businesses, and visitors. ITS resources support initiatives funded through the multi-year Information Technology Capital Improvement Plan (IT/CIP) to improve the overall technology landscape. The City of Alexandria's ITS Department has been a Top Ten National Finalist in the Digital Cities Award program for over the past 19 years.

An Overview
The Department of Information Technology Services (ITS) is seeking a Technology Program Manager within the Operations Divisions (TPM-OPS/AV) who will have the responsibility for the overall coordination, maintenance, enhancement and strategic planning for key audiovisual (AV) systems at multiple city facilities - both established and planned. This position will report to the Division Chief of Technology Support and Services (TSS) and will supervise a team of AV technical support engineers who directly support a variety of executive level meetings (in-person, virtual, and hybrid). This person's team will coordinate and provide technical support for virtual, live events, and meetings held throughout the City (e.g., hosting virtual participation in Council, Board, and Commission meetings). Additionally, they are responsible for the setup, storage and maintenance of all AV media assets and technologies used at the above-named events.

Our ideal candidate will have considerable hands-on experience leading, developing, maintaining, and supporting multi-departmental technology programs. The primary focus of this position is 1) the management, maintenance and continued progress of key audiovisual systems as well as 2) the management of the audiovisual support team.

The Opportunity
The Technology Program Manager (Operations/Audiovisual Systems) will focus on key aspects of City IT audiovisual infrastructure, from developing virtual/hybrid meeting plans and strategies to optimizing the value of investments in meeting space infrastructure. Examples of duties include:

  • Developing, maintaining, supporting, and optimizing key functional areas of audiovisual infrastructure, public meeting space infrastructure, cloud infrastructure, and communications.
  • Direct, manage, and administrate a contingent of audiovisual engineers, and where necessary, conduct performance reviews and corrective action.
  • Coordinate a team of audiovisual engineers to ensure public meetings for elected officials operate effectively without issue. The position will be required to provide hands-on meeting support three (3) to five (5) times per month, including some nights and weekends, at a minimum.
  • Ensure audiovisual room technology in public meeting space, especially for elected officials, stays in a state of readiness, and is always operational.
  • Provide audiovisual technology solutions for off-site meeting capabilities and develop alternative audiovisual solutions quickly when needed.
  • Design and implement short- and long-term strategic plans to ensure audiovisual capacity meets existing and future requirements.
  • Develop, implement, and maintain policies, procedures, and associated training plans for audiovisual resource administration and project management.
  • Develop and deploy methodologies for testing audiovisual hybrid and meeting space performance and providing audiovisual statistics and reports.
  • Provide audiovisual expertise, direction, and assistance to Audiovisual Engineers, Security Engineers, Network Engineers, and meeting space coordinators.
  • Conduct research on emerging technologies in support of audiovisual development efforts and recommend technologies that will increase cost effectiveness and hybrid meeting flexibility.
  • Develop, document, make recommendations, and communicate plans for investing in audiovisual technologies, including analysis of cost reduction opportunities.
  • Ensure audiovisual services have sufficient capacity, stability, and agility to satisfy service level agreements with business units.
  • Conduct research and make recommendations on audiovisual products, services, protocols, and standards in support of public meeting space and hybrid meeting technology procurement and development efforts.
  • Design standard City meeting space audiovisual capabilities and integrate with virtual meeting technologies to ensure that systems are compatible with City networking infrastructure.
  • Review new and existing audiovisual design projects and procurement or outsourcing plans for compliance with standards and architectural plans.
  • Establish and maintain regular written and in-person communication with the City's executives, decision-makers, stakeholders, department heads, and end users regarding pertinent audiovisual activities.
  • Collaborate with end users and senior management to define business requirements for complex audiovisual development and gain buy-in for all audiovisual architecture plans, standards, and processes.
  • Manage and set priorities for the architectural design, maintenance, development, and evaluation of all audiovisual infrastructures, including virtual technologies and meeting space integrations.
  • Conduct feasibility studies for various upgrade projects, improvements, and other conversions.
  • Prepare RFPs, bid proposals, contracts, scope of work reports, and other documentation for audiovisual projects and associated efforts.
  • Negotiate with vendors, outsourcers, and contractors to secure audiovisual-specific products and services.
  • Assist with the planning and deployment of audiovisual security measures.
  • Test audiovisual performance and provide audiovisual performance statistics and reports; develop strategies for maintaining audiovisual solutions.
  • Manage operational costs; conduct near- and long-term financial forecasts for expanded functionality/user base.
  • Reviewing, recommending, approving, and deploying automated process improvements through application of Site Reliability Engineering concepts and best practices.
  • Briefing CIO and other executive team members on audiovisual management, including availability, quality of services, support capacity, support risks, improvement opportunities, issue remediation and growth, audiovisual infrastructure strategies and necessary budgets and organization impacts.

Minimum & Additional Requirements

A bachelor's or higher degree from an accredited college or university in computer science, information systems, or closely related field. Four (4) years of information technology experience, one year of which, shall include experience in a lead or supervisory capacity, performing a variety of progressively responsible technical and/or analytical tasks for computer systems or services in one or more of the six major domains or a closely related or emerging information technology field.
Preferred Qualifications

  • Four (4) or more recent years of progressive experience in audiovisual builds, designs, developing policy, and management of hybrid meeting space configurations.
  • Four (4) or more recent years' experience and knowledge of audiovisual hardware infrastructure, architectural design, administration, security, and integration with virtual technology (site reliability concepts and solutions, audit compliance, regulatory compliance, business continuity and disaster recovery).
  • Four (4) or more recent years of design experience integrating virtual meeting technology with audiovisual hardware to support large public events (over 200 meeting participants). The preferred candidate will have experience in a "live" production environment such as a televised Board Room event and also be comfortable supporting smaller executive meetings in more standardized conference spaces.
  • Four (4) or more years of experience with Quality of Service (QOS) techniques Experience with configuration management, automation and orchestration of audiovisual resources using common industry orchestration tools, technology, and methodologies.
  • Past experience managing programs, projects, and staff.
  • Demonstrated progressive technical experience and industry knowledge of at least two vendor solutions which may include Zoom or Zoom Webinar hosting, Zoom or Teams Administration, Crestron, AMX, and Extron video conferencing hardware with audiovisual sound, speakers and microphones, broadcasting hardware, and streaming media solutions.
  • Recent technical experience demonstrating knowledge of architecture and administration in a Teams and Zoom hybrid meeting environment.
  • Recent experience demonstrating knowledge of information protection standards, guidelines, and applied procedures (i.e., industry "best practices").
  • Ability to establish and maintain a high level of customer trust and confidence in the audiovisual team's concern for customers.
  • Appropriate technical certifications.

This position requires successful completion of pre-employment checks including but not limited to criminal background and drug screening. This position may be occasionally required to be available after normal working hours to support applications and to respond to the City's Emergency Operations Center (EOC) when it is activated.
