SALARY: Starting at $77,250 (commensurate with experience).
SUMMARY: Manage and oversee the personnel, policies, and procedures within the residential division. This is an appraiser specialized, technical, and supervisory position overseeing all activities related to residential field valuation team.
DUTIES AND RESPONSIBILITIES: The duties of the Manager, Residential Field Valuations include, but are not limited to the following.
SUPERVISORY RESPONSIBILITIES: This position has direct reports.

SUMMARY: Manage and oversee the personnel, policies, and procedures within the residential division. This is an appraiser specialized, technical, and supervisory position overseeing all activities related to residential field valuation team.
DUTIES AND RESPONSIBILITIES: The duties of the Manager, Residential Field Valuations include, but are not limited to the following.
- Assists in the preparation of goals and objectives for the residential valuations division and establish an annual timetable that will result in the gathering of needed data for all new construction and additions as well as a physical review of an appropriate number of existing properties to ensure compliance with legal requirements.
- Establishes and clearly communicate priorities and evaluate workloads to ensure completion of required field appraisals and field work reviews in a timely and accurate manner.
- Reviews the work of supervisors to ensure accuracy, completeness, and the adherence to the current office standard reference manual for appraisers.
- Supervises, counsels, and evaluates subordinates relative to job performance. Conduct employee performance evaluations for staff.
- Conducts monthly inspections, audits, and geo tab use violations, as necessary.
- Investigates complaints and confer with property owners or their legal representatives to explain methods, procedures, and policies with respect to the valuation of real property parcels in Orange County.
- Assists with matters relating to residential property inspections for the Value Adjustment Board (VAB) hearings to assist residential analyst, as necessary.
- Ensures completion of departmental objectives in terms of Department of Revenue (DOR) statistical requirements and completion of the mandated five-year inspection cycle for all residential properties.
- Conduct damage assessment in coordination with federal and state emergency management offices during the aftermath of declared disasters, such as hurricanes or tornadoes.
- Will be required to become an Emergency Responder for emergency damage assessment purposes.
- Will be called upon to assist the Emergency Operations Center (EOC) or Field Operations Center (FOC) during emergency situations. Contingencies such as these may require after-hours or weekend duties.
- Meets all attendance and punctuality requirements by reporting to work consistently and on time in accordance with agency policy.
- Performs other duties as assigned. Duties, responsibilities, and activities may change at any time, with or without notice.
SUPERVISORY RESPONSIBILITIES: This position has direct reports.
SKILLS AND QUALIFICATIONS:
- Years of experience: Must have a minimum of five (5) years of professional experience in a Property Appraiser's office or equivalent residential appraisal experience. Management experience is preferred.
- Education: A bachelor's degree from an accredited college or university is required.
- Certificates, licenses, and registrations required: Certified Florida Evaluator (CFE) by the DOR.
- Computer skills required: Database software (Microsoft Access); Internet software; spreadsheet software (Microsoft Excel); project management software; word processing software (Microsoft Word); electronic mail software (Microsoft Outlook); presentation software (PowerPoint).
- Must be proficient in Adobe Acrobat. Ability to create and edit PDF documents, prepare fillable forms, and share and review forms.
- Additional skills required: Ability to rapidly acquire and retain knowledge of administrative and procedural regulations. Proven attention to detail, reliability and outstanding organizational skills, and ability to prioritize multiple projects under minimal supervision.
- Must have the knowledge necessary to assist in the development or utilization of computer programs that can improve the productivity and accuracy of this department.
- Must have the ability to train new and existing employees in the use of established statistical programs.
- Ability to manage multiple projects simultaneously.
- Language Skills: Bilingual in English and Spanish preferred but not required.
