Position Overview
Tampa Bay Water is seeking a skilled and experienced Utilities Project Management Manager to lead and oversee complex utility projects within our service area. This is an exciting opportunity for a dynamic individual with a background in project management, utilities infrastructure, and leadership. As the Project Management Manager, you will be responsible for ensuring the successful planning, execution, and completion of various water, wastewater, and utility infrastructure projects that support the continued growth and sustainability of the Tampa Bay region.

As the Project Management Manager, you will be responsible for ensuring the successful planning, execution, and completion of various water, wastewater, and utility infrastructure projects that support the continued growth and sustainability of the Tampa Bay region.
Essential Functions
- Lead and manage the project management team to deliver utilities projects on time, within scope, and on budget.
- Develop and implement project plans, including defining project scope, goals, and deliverables.
- Coordinate resources and ensure project activities comply with safety, regulatory, and quality standards.
- Oversee the preparation of cost estimates, budgets, and timelines for utility-related projects.
- Serve as the main point of contact for all internal and external stakeholders, including contractors, consultants, regulatory agencies, and the community.
- Monitor and report project progress, identifying and mitigating risks or delays.
- Manage multiple projects simultaneously, ensuring the timely completion of all tasks and milestones.
- Foster a culture of continuous improvement, ensuring best practices and innovative approaches are applied to all projects.
- Develop and provide guidance, mentorship, and professional development opportunities for the project management team.
Minimum Qualifications
- Bachelor's degree in business administration, project management, public administration, engineering, or similar from an accredited college or university; or equivalent experience. Master's degree preferred.
- Eight (8) years of professional work experience managing infrastructure projects, programs and/or project portfolios.
- Five (5) or more years of experience managing or supervising employees and/or contractors.
- Managed three (3) or more capital water infrastructure projects using alternative delivery methods such as Design-Build, Progressive Design-Build, and Construction Manager at Risk.
- Certified as Design-Build Professional from the Design-Build Institute (DBIA), and/or Project Management Professional (PMP) from the Project Management Institute, and/or Program Management Professional (PgMP) Certification from the Project Management Institute, or ability to obtain any of the above.
- Extensive experience in managing water, wastewater, and utilities infrastructure projects, including budgeting, scheduling, and contractor management.
- Strong understanding of regulatory requirements and environmental compliance in utility projects.
- Proven ability to manage teams, stakeholders, and budgets effectively.
- Excellent communication, negotiation, and leadership skills.
- Ability to solve complex problems and make decisions under pressure.
