The Department of Social and Health Services (DSHS),Economic Services Administration (ESA), is hiring an attorney to join our Virtual Legal Office as a Claims Officer 4. There is one permanent and one non-permanent opportunity. Thelocation for the position is Tacoma, WA or Spokane WA.

Specifically working as part of theDivision of Child Support (DCS), you will have the opportunity to use your expertise in the multiple aspects of child support. Your role in our organization:

  • Train and manage a team of professionals including attorneys/claims officers who perform professional legal assignments in a remote office environment, and other DCS personnel
  • Represent the departments interest in adjudicative proceedings regarding all matters related to child support enforcement services
  • Provide advice and recommendations for enforcement and collection actions to support officers in accord with federal and state statutory, administrative and judicial laws regarding the administration of the child support enforcement program
  • Provide training to DCS staff regarding new laws and procedures and in difficult areas of child support enforcement
  • Serve as an expert legal advisor to management
  • Analyze and comment on proposed statutes, administrative codes, and division policies when requested. Propose needed changes in current laws regulations and policies
  • Work collaboratively with peers and supervisors in a virtual legal environment
  • Exercise the authority through conference boards to write off DSHS debts, decide on lump-sum settlement offers, release collection actions and return IRS tax refunds
  • Research complex legal, factual, and policy issues

What we are looking for:

  • Ability to communicate effectively in a virtual environment primarily using telephonic and electronic systems
  • Knowledge of statutes, regulations, court decisions, and department policies relating to child support establishment, enforcement, modification, and distribution
  • Ability to examine and analyze information
  • Ability to conduct legal research
  • Ability to evaluate available judicial and administrative remedies to advise their use in specific support enforcement cases


Who should apply:

Desired qualifications include: Professionals with current admission to practice law in the State of Washington and four years of experience in child support enforcement, domestic relations, debt recovery, or other related programs.

  • Knowledge of statutes, regulations, court decisions, and department policies related to child support establishment, enforcement, modification, distribution, and paternity establishment
  • Ability to analyze case data within the Support Enforcement Management System, complete complex debt calculations, and issue written decisions resolving disputes
  • Ability to work effectively with hostile parties
