The Tepa Companies are seeking a Senior Proposal Manager (SPM) to oversee the development of high-quality, compliant proposal documents for the Tepa Companies' Construction Services (Construction, Industrial) companies for the federal, state, municipal, tribal, and private sector markets. This position is responsible for mentoring Proposal Managers and junior staff and supporting members of the business teams nationwide (Executive Vice President, Business Development, Project/Proposal Team) through the management, preparation, and timely delivery of compliant proposal content and related documents.

ABOUT THE JOB
The Tepa Companies are seeking a Senior Proposal Manager (SPM) to oversee the development of high-quality, compliant proposal documents for the Tepa Companies' Construction Services (Construction, Industrial) companies for the federal, state, municipal, tribal, and private sector markets. This position is responsible for mentoring Proposal Managers and junior staff and supporting members of the business teams nationwide (Executive Vice President, Business Development, Project/Proposal Team) through the management, preparation, and timely delivery of compliant proposal content and related documents.
Job Functions:
- Analyzes the technical requirements of Requests for Proposals (RFPs), Requests for Bids (RFBs), Sources Sought (SS), Statements of Qualifications (SOQs), and other client solicitations to develop high-quality, compliant proposals and related documents
- Tailors proposals to address specific client needs and challenges with customized content to align with Tepa's qualifications and abilities
- Works independently and in collaboration with the Proposal Team, subject matter experts, and technical personnel to collect specific information required for proposals, bid responses, and qualifications packages
- Serves as a mentor, team leader, and strategist, driving the development of proposal responses, including themes, structure, processes, compliance, and meetings
- Mentors and supports other Proposal Managers and junior staff during high volume proposal work load periods
- Develops a proposal compliance matrix and development schedule for writing, editing, reviewing, producing and final delivery of proposal documents, via electronic PDF or hard copy
- Coordinates overall proposal development with the proposal/project team to deliver document submissions on schedule
- Works with the federal Standard Form 330 Parts I & II
- Mentors/trains staff in the efficient use of Office 365 (Word, Outlook, Excel, and PowerPoint), OpenAsset and the Adobe Suite (InDesign, Photoshop, Illustrator) to organize and manage the proposal process and development
- Communicates with and request information from external sources, including architectural and engineering firms, key subcontractors, and clients
- Identifies roles necessary to support the proposal process and provide overall leadership and guidance during proposal development to contributors who are subject matter experts in the approach to a particular federal, state, tribal, or private sector client requirement, but are not experts in proposal development/writing
- Conceptualizes, develops/writes, and reviews (quality check) proposal documents in conjunction with the project/Proposal Team members while meeting compliance with solicitation requirements, including past performance documentation, capabilities descriptions, safety discussions, management and project (seed project) approach plans
- Works with a graphic artist to conceptualize visually appealing, informative technical graphics, such as charts, process flows, and infographics
- Monitors solicitation developments (amendments, answers to questions, etc.) and keep the Proposal Team updated, revising proposal outline, schedule, etc. as required
- Works with subject matter experts to understand the processes, technologies, business needs, and other contextual details of the subject matter to elicit the appropriate technical information to compose compliant technical write-ups.
- Constant attention to the detailed requirements of the solicitation and the proposal documents, edit and proofread to refine content.
- Evaluates technical sections for text, layout, graphics, compliance with client technical document requirements, etc. and quality, consistency, coherence and clarity and themes.
- Works closely with the Proposal Team and Technical Editor to ensure that all input is coordinated and the document incorporates overall response win themes and adheres to established grammar style standards as defined by the Tepa Companies Proposal Management Style Guide.
- Schedules and runs all review meetings, document reviews and technical edits for all ongoing proposal assignments.
- Responsible for the timely complete submission to the client of all proposal/bid/and SS documents.
- Reviews solicitation and scope of work for additional required documents, forms, and information.
- Ensures proposals and related documents adhere to brand guidelines, are compliant, and meet Tepa's high-quality standards.
- Performs peer-to-peer reviews to ensure quality control for compliance and consistency of proposal documents via review meetings.
- Provides feedback about Proposal Managers and junior staff skills, abilities, and areas of improvement needed to the Proposal Development Manager.
- Conducts meetings after proposals have been submitted to discuss lessons learned.
- Communicates via email, phone, video, and in person to clarify and gather information.
- Performs additional duties as assigned.
WHAT WE'RE LOOKING FOR
- Bachelor's degree in communications, marketing, English, journalism, business, or relevant proposal experience, master degree preferred
- Minimum eight or more years of progressive proposal development experience from solicitation release through submission to the client
- Experience developing, managing, and performing compliance checks on federal, state, municipal, tribal, and private sector proposals
- Experience training/mentoring, and supporting Proposal Managers junior and proposal staff
- Construction (vertical, horizontal) and industrial (fuels), or architecture, or engineering, or environmental, or technologies industry proposal development experience
- Experience developing a variety of proposal types (i.e., with multiple volumes, multiple phases, and single and multiple award contract structures with diverse acquisition strategies)
- Experience with client solicitation seed projects/sample problems during proposal development
- Experience managing proposal teams with joint venture and/or teaming partners and key subcontractors
- Experience with federal, state, tribal, and private sector clients
- Demonstrated ability to work in a high-volume, deadline-driven environment
- Experience preparing and coaching presentations a plus
- APMP and/or PMP certification a plus
- Demonstrated ability to lead cross-functional proposal teams (Project Managers, Subject Matter Experts, and junior staff) to complete compliant proposal documents and related materials for CS or PS within established timelines
- Advanced skills at utilizing Office 365 (Word, Outlook, Excel, and PowerPoint) and Adobe Creative Suite (InDesign, Photoshop, Illustrator) to organize, create, format, edit, and manage the proposal development process
- Experience with federal procurement and understanding the process and the evolving landscape
- Experience preparing RFP/RFI response writing and process management
- Strong writing, editorial skills, aand high-level attention to detail
- Skill at articulating complex technical subject matter to non-experts in a clear and understandable way
- Ability of mentoring junior staff and coaching subject matter experts and other writers to attain this same goal
- Ability to help guide subject matter experts and other writers to meet solicitation requirements
- Proven track record working in a high-volume (multiple proposal), deadline-driven environment
- Ability to think strategically and be detail-oriented as it relates to technical and managerial approaches, projects, and resumes
- Experience working with, and understanding, confidential company information as it relates to financial stability, industry credibility, and proprietary information
