R&K has the opportunity at the 414th Combat Training Squadron to support the mission of Detachment One, 414th Combat Training Squadron (Det 1, 414 CTS) is to train United States Air Force (USAF) Personnel Recovery (PR) forces across the four functions and the five tasks of PR while facilitating integration with joint force, interagency, and multi-national participants at the operational and tactical level during large force PR exercises. RED FLAG-RESCUE (RF-R) is the primary exercise supported but future Det 1, 414 CTS exercises may assume new titles or additional PR training requiring contract support.

As part of R&K's support to 414th (Det 1, 414 CTS) we are providing highly qualified, trained and experienced personnel to provide services in support of ACC exercise RED Flag-Rescue and other Personnel Recovery training events for five stages of an exercise; design, planning, preparation, execution, and evaluation services. To support the mission of Det 1, 414 CTS selected candidate will be responsible for the duties listed below.

Title: Exercise Coordination and Opposition/Situational Forces Manager

Start Date: Anticipated Start Date 26 January 2025 Contingent upon Award

Duties: Manage conventional OPFOR/SITFOR planning and all aspects of OPFOR/SITFOR execution within RF-R and associated training events.

  • Manage and track all conventional OPFOR/SITFOR planning in support of RF-R across geographically separated locations.
  • Support and execute all associated conventional OPFOR/SITFOR coordination tasks for RF-R or other Detachment One training events IAW the JELC or Joint Task Capability
  • Perform any task as assigned by designated government supervisor related to the JELC process for RF-R or associated training events.
  • Provide Director of Operations with subject matter expertise for all facets related to OPFOR/SITFOR operations within RF-R associated training events.
  • Assist Detachment government staff with scenario development.
  • Support the Intelligence Manager in scenario development and management to incorporate real-world operational experiences and adversary TTPs. Input all conventional OPFOR/SITFOR data into the Master Scenario Event List (MSEL)
  • Manage and support the execution of all associated conventional OPFOR/SITFOR operations and tasks during exercise RF-R across geographically separated locations.
  • Manage augmenting OPFOR/SITFOR support personnel.
  • Manage, record, and communicate shot validation and aggressor execution tactics to facilitate RF-R debriefs.
  • Liaise with POCs from units tasked to participate in RF-R
  • Coordinate with DoD Aggressors units to incorporate similar exercise management.
  • Monitor and manage exercise execution.
  • Ensure USAF Continuous Process Improvement (CPI) techniques utilized in all JELC stages to ensure RF-R organizational learning in JELC Stage 5, capturing emerging future operational capacities, and coordinate with Lessons Learned manager to incorporate data into JELC Stage 1
  • Monitor, manage, and operate in maritime environments by performing rescue swimmer safety duties, operating on vessels, jet ski (ARC) vehicles, zodiac or wing boats, as in accordance with equipment specific operating instructions and executing water borne operations in accordance with pararescue tactics, techniques, and procedures.
  • Maintain capability in loading, unloading, and securing equipment to vehicles in accordance with operations manuals, NTSB and Air Force standards.
  • Monitor, manage and operate in opposing force aircraft or equipment, rotary-wing aircraft or fixed-wing aircraft in accordance with equipment specific operating instructions and/or Air Force Operating Requirements
  • Monitor, manage, and operate in maritime environments by operating on vessels, jet ski (ARC) vehicles, zodiac or wing boats, as in accordance with equipment specific operating instructions and Air Force qualification requirements.
  • Operate government furnished vehicles and trailers in accordance with AFI 24-301 and DAVIS MONTHAN AIR FORCE BASE INSTRUCTION 24-302.
  • Coordinate with Director of Operations to establish connectivity in geographically separated exercise areas to enable command and control of PR exercise assets.
  • Assist Director of Operations in PR asset tracking to maintain situational awareness to enable effective real-world and exercise command and control.
  • Support C4 Manager with scenario specific radio setup and communication to integrate required capabilities with exercise weapon system participants.
  • Under direction of Logistics Manager:
  • Track and execute associated logistics coordination tasks for RF-R or other Det 1 training events IAW the JELC or Joint Task Capability.
  • Coordinate with host base agencies and ACC to support and maintain oversight of all logistics requirements to include aircraft movement and bed-down support of all forces tasked to participate in RF-R. Coordinate with host base agencies up-loading and downloading of all cargo participants bring to RF-R.
  • Coordinate GOV transportation requirements and lodging for exercise participants for planning and execution functions.
  • Coordinate with host base agencies for use of buildings for duration of exercise.


Requirements, Relevant Knowledge and/or Skills Required:

  • Five years of rated USAF experience, assignment at a DoD Aggressor unit, the USAF Weapons School or experience at wing level weapons and tactics developing and managing tactical scenarios.
  • Deployed experience at the tactical or operational level with knowledge of adversary tactics, techniques, and procedures (TTPs) and counter-CSAR operations
  • Experience managing exercise scenarios and executing Commander's intent with minimal inputs.
  • Strong public speaking skills and interpersonal communications skills, including the ability to work on a multi-disciplinary level in coordinating requirements from other functional representatives.
  • Self-directed and able to complete projects with limited supervision.
  • Top Secret/SCI Security Clearance
