What You'll Do in This Position

Manage and direct the activities for a multiple sections and/or departments of SSES to include oversight of SSES program implementation, interface with projects requiring SSES support and to provide oversight for the implementation of SSES programs in the field. Provide leadership and direction to personnel both within the program and in direct support of the field. Oversee the interpretation of DOE Orders and Directives and establish plans for their implementation at SRS. Offsite interfaces and event interpretations. Primary point of contact with DOE, Operations, SRS contractors and offsite agencies concerning SSES program and their integration at SRS.

Major Responsibilities
1. Provide programmatic leadership to SRS in the areas of information security/LANMAS operations/security plans/vulnerability analysis and performance assurance, as related to DOE EM, NNSA, international treaties and SRNS corporate business and infrastructure.

2. Manage site levels programs related to SSES.

3. Manage the implementation of all elements of safeguards and security with HMD or similar facility/project.

4. Interface directly with all SRS contractors in the implementation of SSES programs.

5. Work directly with security contractor and other projects in the implementation of SSES requirements within facilities/projects/companies.

6. Manage all aspects of information security including employee education, IMI investigation support and analysis, classification determination and requirement interpretation. Includes security incident response, investigations for unauthorized disclosure and security violations.

7. Oversee SSES self assessment program and coordinate support for DOE-SR/external surveys and assessments, including the OIO.

8. Interpret selected regulatory and DOE driven requirements and develop implementation plans.

9. Manage and/or oversee maintenance/construction activities to ensure security system operation and WSI project support.

10. Manage and provide oversight for nuclear material control and accountability to include technical support and training as required.

This position serves as the deputy manager for the NMC&A group which is responsible for the implementation of the accounting and control of nuclear material at SRS to ensure its safe use and storage. The NMC&A group is under the Safeguards and Security umbrella of DOE regulations.

This position's duties include:
Provide programmatic leadership to SRS in the areas of Nuclear Material Control & Accounting, LANMAS / SRSMAS implementation, operation, and maintenance.
Manage core team providing key technical and programmatic support for all NMC&A groups to include independent assessment and oversight of group performance, maintenance and revision of major site level procedures and program plans, nuclear material characterization assessments, performance testing of Safeguards and Security Systems, shipments and receipts of accountable nuclear materials, and reconciliation of accounting systems to external reporting databases.
Primary interface from NMC&A to external groups such as Vulnerability Analysis, Physical Security, Information Security.
Responsible for oversight of measurement systems, qualifications, and measurement control. Responsible for oversight of statistical support.
Support the NMC&A manager in overall program management, and budget

May perform other duties as assigned.

Qualifications We Desire

BS in Science, Engineering, or Technical Degree or BA in Accounting preferred.
Nuclear Material Control and Accountability experience at a Department of Energy Site preferred
Management experience in nuclear operations and support services desirable
High level of credibility in developing and handling a wide variety of interpersonal relationships.
