Job Summary

The Vice President of Real Estate Development and Asset Management at Project for Pride in Living will join a team with a commitment to race equity that encompasses the organization's work as well as culture. This is an exciting opportunity to provide leadership in building a dynamic development team, strategic direction and financial oversight of PPL's real estate development activities and assets.

This position provides direction and supervision for a team of directors and project managers; facilitating the team's ability to achieve PPL's mission and strategic direction around the development of affordable housing and implementation of community and equitable development goals.

This position will be both a member of PPL's Executive Team and a key member of the Housing Stability Leadership Team which includes the Vice President of Housing Operations.

Essential Duties and Responsibilities: The following duties are normal for this position. These duties are not to be construed as exclusive or all-inclusive.
  • Pipeline Development: prospect and cultivate development opportunities; ensure pipeline is consistent with PPL's strategic direction.
  • Project Oversight: monitor, support and direct a team of project managers through the process of project planning and management, including concept definition, site selection and acquisition, financial planning and structuring, building program and design, the application process, problem-solving, risk management, closing and construction oversight, all within established timelines and budgets.
  • Relationship Management: cultivate, manage, and maintain institutional relationships with other nonprofit partners, government agencies, partners, neighborhood groups, investors, funders, and limited partners; ensure the completion of required reporting.
  • Departmental Management: in concert with overall PPL mission and goals, set strategic direction for all real estate development activities; establish departmental culture; create annual departmental and individual work plans; establish policies and procedures to promote consistency and efficiency, lead operational excellence efforts across the department; set expectations and manage performance; ensure accountability; create and manage a departmental budget; and monitor and manage cash flow for the department.
  • Race Equity Implementation: create a culture within the Real Estate Department that places high value on PPL's internal and external race equity goals; ensure staff within the Development Department have individual learning plans to support growth; ensure the department's programmatic goals support and enhance the organization's broader commitment to race equity. Function as an organizational leader on race equity.
  • Organizational Management: coordinate with other PPL departments and staff as necessary to ensure the smooth integration of program activities, including working closely with the Finance Department, and collaborating directly with the Director of Asset Manager, the Senior Director of Resident Services and the Senior Director of Property Management in project planning and implementation; participate in PPL's Executive Team, Management and Leadership Teams, and other organizational teams and committees as assigned.
  • Communication, Reporting and Accountability: ensure key project milestones have buy-in and approval from both PPL staff leadership and PPL's board governance structure; staff and participate in PPL's internal Predevelopment Committee and PPL's Board's Housing Management and Development Committee.
  • Risk Management: identify and manage risks.
  • Equitable Development: establish and refine PPL's strategic priorities around its equitable development strategy and champion it with both internal and external stakeholders.
  • Policy/Systems Advocacy: identify systems and policy issues that impact PPL's work and the residents we serve; represent PPL in advocating for systems improvements/repairs.
  • Strategic Thought Leadership: contribute to the strategic positioning and direction of both PPL as an organization and the real estate development function within PPL.

Supervisory Responsibilities:

Will be responsible for managing direct reports that include the Director of Asset Management and Director of Real Estate Development. Other direct reports may be added depending on the evolution of the role.

Minimum Requirements:
  • Strong knowledge of real estate development, with at least 10 years of experience working in affordable housing development.
  • Demonstrated commitment to racial equity.
  • Demonstrated familiarity with and understanding of affordable housing financing programs, including Low-Income Housing Tax Credits, Housing Infrastructure Bonds, Tax Increment Financing, and other capital subsidy programs administered by Minnesota Housing and local governmental entities (including county and cities); understanding of rental support and operating subsidy programs.
  • Advanced strategic thinking skills, including the ability to chart direction and creatively adapt as conditions change.
  • Demonstrated experience in successfully completing projects or initiatives with internal and external partners.
  • Excellent negotiation skills, including experience negotiating the acquisition of land and successfully negotiating with lenders, investors, funders, and partners.
  • Excellent communication skills, including both public speaking and writing.
  • Demonstrated experience leading teams in a complex and collaborative environment.
  • BA/BS degree in Architecture, Construction Management, Real Estate, Finance, Housing, or a related field (additional education may substitute for experience).
  • Demonstrated familiarity with and understanding of affordable housing financing programs, including Low-Income Housing Tax Credits, Housing Infrastructure Bonds, Tax Increment Financing, and other capital subsidy programs administered by Minnesota Housing and local governmental entities (including county and cities); understanding of rental support and operating subsidy programs.

PPL's work structure has transitioned to a Hybrid Model where applicable, balancing on-site presence at office or satellite locations with remote work from home based on program needs.
