Contracts Director

Microsoft Cloud Operations and Innovation (CO+I) is the team behind the cloud . We are responsible for delivering over 200 Microsoft web portals, Live and Online Services around the world including infrastructure, security and compliance, operations, globalization, and manageability. Within CO+I, the Global Supply Chain - Contracts team is responsible for ensuring fair and ethical procurement processes and managing all commercial/contract requirements that can meet the ever-growing growth of the Cloud and our customers. We support a portfolio of complex, multi-disciplinary, multi-billion, multi-year datacenter construction and lease projects. Furthermore, we support the Operations team that manages and runs the cloud assets. We are looking to fill the critical role of Contracts Director on our US West/Canada Subregional team in Phoenix.

Responsibilities:

Contracts

• Defines, maintains , and executes on AE/GC/Commissioning ( Cx ) contracting strategies for a large, complex data center construction project and/or purchasing opportunities to ensure optimal cost and time to delivery for Msft customers.
• C ollects relevant internal and industry data to understand business requirements, benchmarks data against relevant markets, and shares industry and category expertise across stakeholder teams to execute and/or develop strategies.
• Integrates business specifications for complex purchasing areas into request for information (RFI) and/or request for proposal (RFP) processes. Collaborates cross-functionally to define and manage supplier scorecard criteria (e.g., key performance indicators [KPIs], Service Level Agreements [SLAs]), coordinates supplier performance /recovery reviews, and drives corrective actions.
• Actively partners with suppliers to identify and drive continuous improvement and risk management opportunities by evaluating procedural, operational, and/or environmental factors, analyzing root causes of issues, sharing insights with key stakeholders, and influencing the adoption of needed improvements.
• Manages contract and price negotiation activities for GC/AE/ Cx categories cross-functionally and ensures that both price and capacity needs are met while also reflecting Microsoft's cross-functional engagement with suppliers. Identifies cost reduction opportunities and works closely with suppliers and internal stakeholders to drive cost competitiveness.
• Understand construction industry contracting norms and Microsoft contracting requirements; participate and/or lead negotiation of contracts that meet business goals.
• Identifies risks and roadblocks to contract execution and drives action internally and/or externally to resolve and/or escalate, as appropriate .
• Monitors and mitigates the impact of change orders to the underlying business case, and partners cross-functionally to adjust impact models.

Compliance

• Ensures adherence to policy, educates stakeholders and suppliers on policy compliance, and manages the remediation and resolution of sourcing issues. Identifies opportunities to adapt policy as needed to mitigate risk and better enable suppliers to meet business requirements.
• Ensures consistency, timeliness, quality, and accuracy of deliverables, and ensures Procurement stakeholders are aware of Service Level Agreement (SLA) and/or defined milestones and deliverables terms. Communicates delay to Procurement stakeholders, and independently proposes and executes contingency measures.

Stakeholder Collaboration

• Develops pricing and negotiation strategies for multiple purchasing categories, ensures that strategies clearly articulate the tradeoffs, roles, and responsibilities across parties, and gains senior executive support for strategies both internally and externally. Identifies negotiation setbacks and takes action to mitigate contract disagreements.
• Drives early business engagements for complex business areas or purchasing categories with cross-functional leadership including planning, strategic sourcing, cost , engineering , quality, construction , project managers, to define and drive action on supply solutions and strategies, business requirements, optimal sourcing on spend /budget and align on priorities.
• Shares expertise to advise cross-functional teams on sourcing decisions.

Functional Management

• Provide functional direction and dotted-line management to Site based Contract Leads and Contract Admins to ensure compliance with Microsoft and CO+I Contracting/Procurement policies.

Partners

• Internal : Engineering, procurement, planning, quality, construction, cost management, finance, safety, legal, risk management and other groups as needed.
• External : General Contractors, AEs, Cx Agens, consultants, suppliers, and industry groups.

Qualifications:

Required Qualifications

• Bachelor's Degree in Engineering , Computer Science, Supply Chain, Data Analytics, Business, Finance or related field AND 9 + years experience (including internships) in Data Science/Analytics, Finance, Project Management, Supply Chain, and/or Operations
  • OR Master's Degree in Engineering , Computer Science, Supply Chain, Data Analytics, Business, Finance or related field AND 7 + years experience in Data Science/Analytics, Finance, Project Management, Supply Chain, and/or Operations
  • OR equivalent experience

Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:

• • • Microsoft Cloud Background Check : This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Preferred Qualifications

• Experience with large-scale mission critical construction projects - sourcing, managing, and administering contracts over USD $ 50 M.
• Effective contract management and contract negotiation experience, specifically in construction services.
• Knowledge of construction services contract mechanisms such as Stipulated Lump Sum , guaranteed max price (GMP), T&M, etc.
• Effective Interpersonal skills set, and the ability to build relationships with business stakeholders and partners.
• Provide meaningful impact to Microsoft 's supplier diversity goals, support and expand initiatives supporting Microsoft's Social Responsibility leadership.
• Demonst rate experience in providing strategic and thought leadership in the disciplines of Strategic Sourcing and/or Procurement.
• Models a Growth Mindset and embraces learning opportunities.

Sourcing and Category Management IC6 - The typical base pay range for this role across the U.S. is USD $129,200 - $273,400 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $162,000 - $299,400 per year.
