Requirements

The City of El Paso is recruiting for the position of Community and Human Development Director.

We are seeking a strategic and collaborative candidate with a Bachelor's Degree or higher in Business or Public Administration, Planning, Social Work, or a closely related field, and eight (8) years of progressively responsible experience in a municipality or administrative position related to housing or community development, including six (6) years of administrative and supervisory experience. A valid Texas Class "C" Driver's License or equivalent from another state by the time of appointment is required.

The successful candidate should demonstrate experience working with the Department of Housing and Urban Development (HUD). This experience should include demonstrated knowledge of affordable housing programs and an understanding of Federal, State, and municipal laws and regulations governing housing and community development projects and programs, including HUD regulations.

General Purpose

Under administrative direction, plan, implement, and direct the community and human development department in administering various grants and programs to support the development of viable neighborhoods.

Typical Duties

Responsibilities include directing an annual application process for the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), HOME Investment Partnerships (HOME) Grant Program, and Human Services Programs. Representing the City of El Paso with the US Department of Housing and Urban Development (HUD). Providing training to staff and sub-recipients of federal funds; monitoring and addressing potential compliance issues. Providing oversight and technical advice to the various Advisory Boards; advising City management and the City Council on the progress of community development and housing programs administered by the department; and submitting reports and recommendations on a variety of issues concerning housing policy and financial support of the Housing and Community Development housing programs.

Administrative duties. Involves: Developing short and long-range goals and objectives, assisting in the development, preparation, and administration of the departmental budget, supervising, directing, and evaluating the work of subordinate staff, coordinating department activities with other City departments to ensure effective working relationships, and speaking before public groups on the plans, programs, and goals. High public visibility requires strong ethics and an in-depth understanding of issues confronting housing management and the principles and practices of housing and community development.

Represent the department in a professional manner. Involves: Meet with City administration, boards, commission members, and other officials to inform them of departmental activities. Make presentations to City management, Mayor and Council, boards and commission members, and other officials as required. Participate and provide support to boards and commissions. Interact with a variety of governmental agencies, non-profit agencies, homebuilders, contractors, attorneys, neighborhood leaders, private sector officials, and others to provide and gather accurate information for community development.

The starting salary, based on the successful candidate's qualifications and experience, will range from $150,000 to $175,000 plus an outstanding benefits package.
