SUMMARY

The Chief School Business Official assists the Superintendent in the fiscal administration, organization, safety, supervision and educational leadership of the District.
QUALIFICATIONS

  • Valid Illinois Teaching License with appropriate endorsement and at least three years successful teaching experience
  • Master's Degree and Administrative Endorsement
  • School Business Official Certification
  • Good physical health and clean background check
  • Excellent leadership skills
  • Effective interpersonal and organizational skills
  • Such other qualifications of the academic, professional and personal excellence as the Board may specify

  • MAJOR DUTIES AND PERFORMANCE RESPONSIBILITIES

    The Chief School Business Official implements the policies of the Board and makes recommendations to the Superintendent of policy changes, revisions, and new policies in this area of responsibility. This person also contributes to the policy formulation and management decisions through participation as a member of the Superintendent's Cabinet. The person is responsible for ensuring that all activities affecting fiscal serves, transportation, operations and maintenance, food services and information services are within the scope of the established Board policies.

    Financial Management
    Responsibility:
  • Directs the activities that impact the preparation of the annual budget and daily financial activity. Assures that appropriate procedures are in place to properly account for financial resources of the System and meet legal and Board guidelines

  • Representative Activities:
  • Develop strategies to complete annual budget process in order to meet deadlines established by the funding agencies.
  • Maintains a continually updated capital outlay plan. Plan building modifications and new construction projects.
  • Continually assists the superintendent on setting priorities for use of limited resources available.
  • Serves as arbitrator or when disputes arise over transportation activities.
  • Works with legal counsel on proper settlements involving vehicle accidents.

  • Transportation
    Responsibility:
  • Directs and monitors the operation of the pupil transportation program.

  • Representative Activities:
  • Reviews and approves routing proposals that impact funding for school schedules prior to submitting these to the board.
  • Reviews and approves budget plans for current operation and plans for capital replacement cost.
  • Serves as arbitrator in disputes with parents when the director of transportation/food services cannot resolve these
  • Works with legal counsel on proper settlement involving vehicle accidents.
  • Assures that appropriate measures are in place to properly account for all financial activity.
  • Works with appropriate financial personnel to coordinate the systems financial reporting needs with records maintain by the fiscal agent.

  • Food Services Program
    Responsibility:
  • Directs and monitors the operation of the Food Services Program.

  • Representative Activities:
  • Assist in completion of annual budgets for this department.
  • Plant and Equipment
    Responsibility:
  • Supervises and directs the efforts of the Operations and Maintenance Department to focus on the efforts on staff and board goals and priorities.
  • Develops a schedule for training of all the Maintenance Department Staff.
  • Develops a schedule for lawn care and maintenance.
  • Develops a schedule for landscaping for the District Office and all schools.
  • Develops a procedure for recruiting, hiring and supervising summer workers.
  • Develops a schedule for supervision up evening/night staff.


  • Human Resource Management of Facilities Department Personnel
    Responsibility:
  • Monitor proposed education legislation to assess its effect on School District 163. Assist in promoting needed changes as identified by the Board and staff.

  • Representative Activities:
  • Works with state department and local legislative delegation to impact legislation.
  • Maintains contact with other systems to protect interests of School District 163 students.

  • Human Resource Management of Facilities Department Personnel
    Responsibility:
  • Recommends to the Superintendent of the assignments, retention, and promotion of candidates for positions within the Division.
  • Evaluates selected members of staff.

  • Representative Activities:
  • Assists in selection of staff to feel all vacancies.
  • Supervises staff that reports directly to the Chief School Business Official.
  • Evaluates selected staff members.
  • Assists in proper implementation of board policies and legal requirements governing personnel.
  • Meets with staff regularly (job like groups).
  • Maintains contact with other systems to protect interests of School District 163 students.

  • Information Systems and Assessment
    Responsibility:
  • Directs and monitors the operation of information systems to include 21st-century initiatives and become familiar with instructional technology

  • Representative Activities:
  • Assists the Superintendent with identified needs.
  • Evaluates all staff routinely.
  • Monitors and evaluates the overall progress of technology and management systems.
  • Assists with the overall departmental planning.
  • Reviews all information prepared for dissemination.
  • Monitors mailing operation of efficiency.
  • Monitors technology operation.
  • Monitors the progress of services related to transportation.

  • Professional Development
    Responsibility:
  • Engages in personal and professional development which can create improved teacher and learning through enhanced leadership skills and knowledge.

  • Representative Activities:
  • Participates in local, state, and/or national professional organizations.
  • Attends conferences and institutes appropriate to teacher, learning, and leadership.
  • Reads and reviews current professional literature.
  • Attends and participates in all Board meetings.
