Essential Duties
1. Reviews and determines staffing needs, job posting requirements, salary guidelines, and labor agreement interpretations for exempt and non-exempt staff in one or more functional department of the University. 2. Manages the administrative support needs for exempt and nonexempt staff and provides recommendations, improvements, solutions and assistance as needed. 3. Manages and monitors technology needs, conducts inventory, and system requirements for the assigned departments. 4. Develops and prepares budgets, financial forecasts, and financial analyses and the actual vs. budgeted performance reports for the departments. 5. Manages the use of facilities in one or more departments including office space, work stations, equipment, and office supplies. 6. Manages administrative support for activities of one or more departments to ensure timely completion of projects. 7. Manages and coordinates training sessions for assigned departments when new policies or practices are adopted. 8. Ensures compliance with University and federal regulations as they apply to the assigned departments. 9. Identifies, plans, and develops administrative policies for the assigned departments. 10. Assists in reviewing and implements University and departmental policies as they pertain to the administrative functions of the assigned department. 11. Assesses and makes recommendations regarding staff development and staffing levels. 12. Monitors, develops, plans, and executes systematic research on user requirements through such mechanisms as surveys, interviews, focus groups and competitive analysis. 13. Manages a staff of exempt and non-exempt employees. 14. May perform other duties as assigned.

Reporting to the Operations Manager of Yale Animal Resources Center (YARC) with wide latitude for discretion and judgment, this position manages all business aspects of population management and animal procurement. The position serves as the functional manager and systems specialist for current and transformative business applications with the goal of providing enhanced service to YARC staff, Yale faculty and delegates, and other university stakeholders. This position ensures compliance is maintained as required by external and internal regulations.

Essential Duties:
- Manage and oversee key YARC systems (eSirius, Salesforce Animal Transaction Requests, USALIMs, YARC Room Reservation system). Troubleshoot applications issues and escalate complex problems to appropriate vendor.
- Manage monthly billing, analysis of data, and monthly audits for eSirius, including processing of animal procurement, census, and service fees of YARC and Comparative Medicine USPs.
- Manage, train, and develop exempt and nonexempt staff.
- Develop, implement, and manage processes, controls, and research discrepancies for protocol and award linkage, animal use count and protocol regulations, and tracking of all University research animals.
- Develops and maintain libraries on key processes, documentation user guides and instructional materials for key YARC systems. Provide training to faculty and staff on YARC systems ensuring University and departmental policies and regulations relating to animal population and procurement activities are followed.
- Manage the international and domestic import and export of approximately 500 animal and specimen shipments per year, compiling various data to create required health reports.
- Serve as the liaison for Rodent Services and the Quality Assurance Veterinarian regarding export questions, testing requests, status of shipments, etc.
- Work in conjunction with the Grants and Contracts Manager to ensure all exports are sent with the required Materials Transfer Agreements in place.
- Determine appropriate compliance documentation, export licenses, and customs paperwork needed for domestic and international shipments. Obtain the required notarized stamps and veterinary signatures prior to export.
- Utilize and provide guidance on restricted party screening using Visual Compliance software verifying integrity of receiving Principal Investigators and Institutions.
- Coordinate and schedule the packing and shipping of animals and specimens.
- Evaluate vendors for products to help operational and business office processes and procedures. Recommend and implement strategy for upgrading or replacing current systems. Participate in identification of options for and implementation of system improvements for staff, investigators and other users. Participate with the project team to document scope, requirements, objectives, and performance targets.
- Lead and manage testing team ensuring all aspects of system upgrades and/or customizations are functioning properly before being released. Work closely with system vendors, Yale technical staff, IACUC/OARs to develop and generate test plans and re-usable test scripts, auditing procedures, and troubleshoot issues to ensure compliance and system integrity is maintained.
- Perform expert functional lead/gatekeeper support via phone and email to colleagues and identifies and analyzes all application, access, policy, procedural, and network related issues, to recommend solutions and assist user with resolution.
- Define and create ad hoc and custom reporting, analyze data and interpret results for various university stakeholders.
- Oversee the assessment and appropriate fees for service charge pricing by assessing time studies and cost accounting methodologies.
