Job Description
The City of Jacksonville's Office of General Counsel is seeking an attorney to represent Duval County Public Schools and the Duval County School Board to provide additional legal support for the district's labor and employment needs and procurement and transactional needs; Demonstrated ability to represent and advise the Superintendent, staff and the School Board; Knowledge of the Florida School Code, State Board of Education Rules, Florida Administrative Procedures Act, civil rights, the Florida Code of Ethics for Public Officers and Employees (and Chapter 602 City of Jacksonville Ordinance Code); Knowledge of Florida public records laws and open meetings laws (Sunshine Act); Provide additional legal support for charter schools and other contracted educational services; and other duties as assigned.
This position reports to a senior attorney. The primary purpose of this position is to provide legal services of varied complexity to the Duval County School Board. Work is performed under the direction of a managing or senior attorney and is reviewed through conferences, inspection of documents and evaluation of results obtained.

- Performs legal research and prepares opinions on various legal issues.
- Negotiates, prepares, drafts, revises and approves contracts, deeds, leases, resolutions, ordinances and other legal documents.
- Advises District as to procurement policies, procedures and laws.
- Drafts District policies as directed by the Duval County School Board.
- Advises the school board at public and shade meetings.
- Provides legal guidance to the district concerning charter schools.
- Responds to media and public records requests pursuant to Chapter 119 and FERPA (20 U.S.C. 1232g; 34 CFR Part 99).
- Advises the District on employment matters.
- Performs other duties as assigned.
Knowledge, Skills and Abilities
- Ability to interpret and apply legal principles and precedents in resolving complex legal issues.
- Ability to effectively communicate and express ideas clearly and concisely, both orally and in writing.
- Ability to conduct research on legal issues and prepare legal opinions.
- Ability to gain knowledge of state and federal case law, statutory and regulatory law as it relates to the Duval County School Board.
- Ability to analyze and prepare civil law cases, ordinances, contracts and other legal documents.
- Ability to establish and maintain effective working relationships.

- Graduation from an accredited law school.
- Possession of a Florida license to practice law.
- Three years of progressively responsible experience in the practice of law preferred.
- Professional legal experience in government is preferred.
