Position Highlights
Office of Research Contracts (ORC) at the University of Arizona is in search of a Assistant Manager, Office of Research Contracts. As an Assistant Manager in the Office of Research Contracts, you will play a critical role in assisting Office of Research Contracts Managers in leading, mentoring, and developing grant and contract negotiation teams, fostering a collaborative environment, and ensuring continuous professional growth. The Assistant Manager, with support from the Team Managers, will be responsible for the development of team and campus training and instruction materials, the development and revision of written policies, procedures, guidelines, and templates for research awards, student experience/affiliation agreements, and other funded and non-funded agreements. The Assistant Manager will also be responsible for leading and supervising a team of two employees as well as their own assigned negotiations of complex Federal, State, and industry sponsored research, service, and other funded and non-funded agreements in a timely manner, using independent judgment and with minimal or no guidance from the Managers or Director. May occasionally fill in as Manager when a Team Manager is out of office, managing the assignment and negotiation of incoming grants and contracts, outgoing subawards, and other related agreements.

Duties & Responsibilities
Duties & responsibilities:
- Lead and manage others in departmental initiatives focused on new-hire on-boarding, training, and the development of policies, procedures and agreement templates. Regularly review these initiatives and work products to ensure alignment with current institutional standards and processes as well as compliance with federal and state laws and regulations, identifying and implementing improvements as needed. Supervise a team of two negotiators responsible for the negotiation of student experience/affiliation agreements, including overseeing performance, guiding daily work assignments, and fostering growth through mentoring and training.
- Reviews, negotiates, and processes complex agreements from various Federal and State research sponsors, other academic institutions and non-profits, and industry. Exercise independent judgment while negotiating troublesome clauses to obtain contractual terms more applicable to public universities and the proposed scope of work. Evaluates and interprets contractual terms and conditions including Uniform Guidance, Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) or other federal agency equivalent regulations, state statutes, and/or municipal or international laws included in various award documents.
- Collaborate, liaise, and coordinate with other areas of research administration for assessment, process improvements, recommended solutions and implementation of programs/initiatives, such as with Export Control, Office of General Counsel, Risk Management and the Provost's Office. May represent the Office of Research Contracts as part of campus policy and procedure working groups or University committees as required. Communicates, trains and explains policies, regulations and laws to internal and external stakeholders, including leadership and researchers across campus.
- Act as interim Manager for other teams in the absence of primary Manager, overseeing team assignments, handling and prioritizing contract related queries from internal and external stakeholders, and offering guidance to contract negotiators on their assigned agreements. Ensure that all agreements align with federal, state, agency and institutional policies."

- Strong knowledge and understanding of legal terms related to intellectual property, confidentiality, liability, publication, etc., for research agreements
- Demonstrated organizational and prioritization skills
- Demonstrated ability to be detail oriented and exercise sound judgment.
- Knowledge and expertise of theories, concepts, principles, and practices in a multi-faceted team leadership.
- Maintains curiosity about their work experience and is comfortable asking questions.
Minimum Qualifications
- Bachelor's degree or equivalent advanced learning attained through professional level experience and a minimum of 3 years of related work experience, or equivalent combination of education and work experience required.
- Federal regulations require that the incumbent be a U.S. citizen, legal permanent resident, or have another protected status under 8 U.S.C. 1324b(a)(3) to be ITAR/EAR compliant.
Preferred Qualifications
- Experience working in higher education, sponsored research, and/or the sponsored project lifecycle.
- Certified Research Administration certification or similar certification preferred.
- Experience in negotiating agreements governed by 2 CFR 200 Uniform Guidance and/or FAR/DFARS clauses.
- Prior experience in a management or supervisory role.
