Introduction
This position is located in the Department of Military Affairs (DMA) , Wisconsin National Guard, in Madison. The DMA is headed by the adjutant general who commands, administers, and supervises, through deputy adjutants general and the Division of Emergency Management administrator, all National Guard emergency management and homeland security functions in the State of Wisconsin.
Position Summary
This position serves as the senior military officer and commander for the Wisconsin Air and Army National Guard which is organized, trained, equipped and available for state emergencies. The position also oversees a civilian component, the Division of Emergency Management, which coordinates statewide preparedness for natural and man-made disasters and enemy attack; helps restore vital public facilities in an emergency; and maintains the state's 24-hours-a-day duty officer response system.
Salary Information
Starting salary is between $106,226 and $156,520 per year plus an excellent fringe benefits package. The pay schedule/range is Executive Salary Group 6. This is a governor appointed 5 year fixed term with pay for each year set at time of appointment.
Job Details
A person selected for this position must meet all of the following requirements to be appointed as the Adjutant General:
1) Hold the federally recognized minimum rank of full colonel
2) Except for those qualified under sub. (4), be a current participating member of one of the following components:
a) The Wisconsin army national guard
b) The army national guard of the United States
c) The U.S. army reserve
d) The Wisconsin air national guard
e) The air national guard of the United States
f) The U.S. air force reserve
3) Be fully qualified to receive federal recognition at the minimum rank of brigadier general and have successfully completed a war college course or the military equivalent acceptable to the appropriate service.
4) If the applicant is already a federally recognized general officer, meet all of the following conditions:
a) Be retired from active drilling status within the proceeding 2 years.
b) The basis of the applicant's retired status was service with one of the components in sub. 2 (above)
c) Be 62 years of age or less
d) Continue to be eligible for federal recognition as a major general.

- State programs and resources, public policy, and program evaluation
- Principles, theories, and practices of public administration
- Federal and state budget principles, theories, and practices
- Principles, theories and practices of human resource management
- Principles of administrative organization and methods of control
- Laws, legal codes, precedents, government regulations, executive orders, the democratic political process, the legislative process and legislative history
- Applicable laws, rules, regulations and/or policies and procedures
- State, federal, Army and Air Force programs, policies, and procedures as they apply to the National Guard
- Agency objectives, organization, structure and mission
- Additionally:
- Leadership, problem solving, analytical skills, verbal communication skills, presentation skills, effective listening and communication skills
- The ability to exercise authority responsibly and influence others
- The ability to promptly and thoroughly advise the Governor as commander-in-chief during regular operations and during emergencies
