Position Overview
Reporting to the Vice President of Pre-Construction, the Proposal Manager leads the development and coordination of proposals in response to client-issued Expressions of Interest (EOI), Requests for Qualifications (RFQs), Requests for Proposals (RFPs), and other forms of solicitation. The Proposal Manager is responsible for creating high-quality submissions that align with both client requirements and Jacob Bros Construction Inc.'s (JBC) company standards. The Proposal Manager collaborates closely with project managers, subject matter experts, estimators, administrators, and proposal team members to guide the proposal process. This includes overseeing compliance, formatting, and adherence to submission deadlines. In this leadership capacity, the Proposal Manager ensures effective communication, fosters a cohesive team effort, and drives the delivery of compelling, competitive proposals that support JBC's strategic objectives.

Responsibilities and Primary Tasks
  • Works with the VP Preconstruction to identify the requests for proposals and qualifications to strategically assess the likelihood of pursuit success
  • Primary internal point of contact for all proposals, ensuring seamless coordination throughout the proposal and qualifications process. This encompasses skillful management in the following key areas:
    • Schedule Management : Efficiently oversees and manages the proposal timeline, ensuring adherence to deadlines and milestones.
    • Compliance with Proposal Requirements : Evaluating with the VP Preconstruction the strategy on proposal compliancy to increase chances of proposal success.
    • Content Creation : Skillfully creates compelling content, leveraging both internal and external content creators when necessary.
    • Quality Control : Takes charge of meticulously ensuring the quality of responses through comprehensive formatting and editing, maintaining a consistent and professional presentation.
  • Brings writing and communication expertise to the proposal team, crafting a compelling message that aligns seamlessly with the client's expectations.
  • Proposal Development : Leads the development of the proposal outline and coordinates, creates, and develops proposal content including writing, editing, proofreading, formatting, graphics and
  • Proposal Management : Manages the proposal timeline, including setting deadlines, kickoff meetings, responsibility matrices , tracking tasks, reviews, and ensuring that milestones are met for timely submissions.
  • Content Management : Maintains and updates proposal content, including resumes, photos, project descriptions, and other standardized information, to support proposal efforts.
  • Collaboration : Works closely with subject matter experts, project managers, estimators, and the business development team to gather, refine, and integrate technical content.
  • Quality Control : Reviews and edits proposals for grammar, style, accuracy, and compliance with client's EOI, RFQ and RFP requirements and internal quality standards.
  • Document Management : Ensure all proposal documents are properly formatted, visually appealing, and professionally presented.
  • Client and Market Research : Conducts research on clients and markets to tailor proposals effectively and increase competitive positioning.
  • Process Improvement : Refines proposal development processes, templates, and tools for efficiency and effectiveness.
  • Marketing: Exhibits creativity by conceptualizing and designing graphics and illustrations for various materials, including promotional materials, proposals, publications, announcements, brochures, posters, advertisements, presentations, and other marketing collateral.


Qualifications
  • 5-10 years of related experience
  • Experience supporting business development in the construction industry is an asset.
  • Comprehensive knowledge of complex proposal submissions is an asset.
  • Effective communication and advanced writing skills with the ability to understand technical concepts.
  • High level of organizational skills and methodical approach to workload.
  • Experience with narrative development, proofreading, editing, and formatting.
  • Proficiency with Adobe Creative Suite & InDesign and Microsoft Office.
Proactive and creative mindset with the ability to solve problems.

This position is based at our head office in Surrey, BC
