What You'll Do in This Position
Direct the development, implementation and maintenance of Site Services (SS) strategic business and operational plans,
schedules and budgeting activities. Responsible for the development of execution strategies which integrate technical,
operational, and functional resources for SS to ensure maximum accomplishment of scope under constrained budgets.
Provide consistent long and short ranged budgeting, prioritization, scheduling, integration, resource planning and baseline
control of Business processes / applications. Lead negotiations with internal and external customers concerning business
objectives, performance incentives, and contract deliverables. Direct Division Training & Procedure development and
implementation activities. Represent Site Services at various high level meetings with site executive management and DOESR
senior management. Provide leadership on various company initiatives, such as; Infrastructure strategic planning,
outsourcing, and development / optimization of customer rates for utility services and others as assigned. Directs a multifunctional
organization that assures the following attributes are met; consistent safe operation, continuous improvement,
cost effectiveness, conduct of operation/ maintenance, regulatory compliance, and teamwork.
Establish high performance standards for the Site Services. Actively lead by example in a manner which inspires interaction
and teamwork. Foster precepts of safety and security, integrity, teamwork and customer satisfaction resulting in an
organization which is agile and flexible enough to accomplish the changing needs of the organization and its customers.

Direct the development, implementation and maintenance of Site Services Long Range Planning (Out Year Budgeting),
Annual Business forecasts, Operating Planning and near term planning activities.
Develop, communicate and maintain budgetary, schedule and controls strategy that supports all aspects of Site Services
department functions. Ensures current and out-year funding is properly applied such that assigned programs are
appropriately completed, corporate earnings are maximized, and required work turndowns are minimized. This must be
accomplished while maintaining compliance with business and regulatory commitments and milestones.
Direct the Site Services Work Authorization Process to ensure that scope, period of performance and funding are
appropriately authorized for all work being performed in Site Services department.
Establish and maintain budgeting and cost control tools necessary to develop baselines, budgets and estimates in a manner
that supports critical business decisions, fee determination and meets the stringent scrutiny of the DOE Customer.
Direct the development and maintenance of the SS Infrastructure Strategic Planning group.
Develop and oversee staffing plans to support business plans for Site Services.
Direct the development, maintenance and analysis of Performance Measurement tools and data for Site Services and
provide recommendations to Sr. Management to ensure that Division achievements are within cost and schedule goals.
Direct Site Services department functions and personnel to ensure compliant, cost-effective operations, maintenance
standards, and business practices are applied.
Business services scopes include Project controls, Strategic Planning, Human Capital Management, Program Management
PBI projects, HMTR, Program Assessment, Waste /GCO Support, Chemical Management, SS Procedures, SS Training,
Continuous Improvement, Site Development and Control, Site Housing, Energy Management, Drills, Site Services
Management Reporting, Records Management, MOU, Administrative Support, HPI Program Management.
Infrastructure Services scopes include Operational Excellence, Infrastructure Mission Support, Utilities and Operation
Services, Utility Shift Operations, Transportation, Roads and Grounds, Trucking, Locomotive Operations, Pesticide Application,
Operation and Maintenance of High Hazard Dams, Portable Equipment Commodity Center, Fleet and Fuel, Fire Operations,
HEPA Testing, Infrastructure Repair, Utility Maintenance, Diesel Maintenance, and HVAC Maintenance.
Site Maintenance and Facility Support scopes include Operational Excellence, Facility Administration, Site Services Shops,
Maintenance Programs, Functional Maintenance, Work Planning and Control, Site Rigging Authority, Rigging Commodity
Center, Site Rigging, Predictive Maintenance, Subcontract Technical and Representative.
Provide leadership on various site initiatives such as Infrastructure Strategic Plan.
Chair various Site Services division meetings (SS MRB, Financial Reviews, PBI Reviews, strategic planning efforts).
Represent Site Services on the site planning, programming, budgeting and business manager group meetings.
Provide leadership for the Human Capital Management including staffing resource acquisition, and personnel development
as well as retention of core competencies.
Direct implementation and compliance of the Site's Waste and Chemical Programs.
Assist the Site Services Vice President in the leadership and direction of financial responsibilities by recommending the most
cost effective use of Site Services' Division resources ($, Personnel, Equipment, etc.) in support of the company and DOE-SR's
Mission at SRS.
Direct the development and maintenance of organizational metrics. Oversee interface with DOE regarding Performance
Based Incentives.
Qualifications We Desire
Bachelor degree in scientific or engineering field preferred.
Management/leadership experience with broad range of Infrastructure, Regulatory, and Industrial experience at a DOE complex managing large multi-discipline organizations desirable.
Well-developed analytical, organizational, communication and supervisory skills and experience in the Project Management/Project and Program Controls, Finance and Cost principles preferred.
Strong business management skills including a working knowledge of the DOE and site budgeting process (including DOE Order 430.1), financial, workforce management and training requirements.
Ability to quickly develop a high degree of working knowledge of Site Services role at SRS and within the DOE business, in order to represent Site Services in programmatic discussions and decision making processes.
Working knowledge of Project Management and Project/Program Control Tools.
Demonstrated leadership and management skills to align and lead experienced and multi-disciplined personnel from varying organizations and disciplines.
Previous experience in strategic planning, negotiating skills, problem solving, team building and decision making
