The Center for Innovation in Brain Science, under the direction of Dr. Roberta Diaz Brinton, is seeking a motivated and detail-oriented financial manager to join our team as Administrator, Budget & Finance. Duties & Responsibilities
  • Serve as the departmental fiscal officer by overseeing compliance with funding regulations, ensure appropriate use of funds, and address spending discrepancies in alignment with institutional policies.
  • Work closely with center director to understand complex department needs.
  • Develop new practices and approaches to align needs with department, division, and university level needs.
  • Implement innovative approaches to address complex financial issues.
  • Monitor long-term budget and complex strategies and departmental financial objectives.
  • Responsible for compiling data for special reports such as All-Funds, departmental budget plans and forecasting, as well as association surveys and response requests.
  • Develops multi-year budgets and operational plans and advises
  • Department Head(s) on issues of administration, financial reporting and organizational management.
  • Serve as department authority on university, division, sponsor, and state regulations that govern fiscal management of approximately $20 million a year budget.
  • Manage day-to-day accounting activities, including account oversight, resource allocation, and compliance with accounting principles and regulatory standards.
  • Manage grant and project-level budgeting, ensuring appropriate allocation of resources and effort oversight.
  • Provide guidance on pre- and post-award research administration activities, including budgeting, NIH Just in Time, Progress Report Additional Material, Other Support, prior approvals, and other sponsored requests.
  • Prepare and present accessible budget updates and forecasts to the center director and other stakeholders to support informed decision-making.
  • Address ad hoc financial requests and ensure compliance with institutional and external requirements.
  • Oversee the preparation, review, and generation of monthly financial reports, ensuring accurate representation of all funds.
  • Work with center faculty on ongoing budget management and projections.
  • Develop and implement quarterly, annual, and multi-year budget projections, utilizing systems such as UAccess, Financials, Analytics, and Anaplan budget planning and approvals.
  • Approve and manage financial transactions, including PCards, requisitions, payment requests, and disbursement vouchers.
  • Proactively troubleshoot and resolve financial and operational issues, recommending alternative actions when necessary.
  • Supervise and manage the activities of Accountant III, including task assignment and performance evaluation.
  • Ensure timely completion of effort certifications and manage budget changes as needed.
  • Collaborate with team members to oversee processes, facilitate project management, and manage administrative tasks effectively.
  • Manage timesheets and ensure timely submission and accuracy.
  • Maintain confidentiality of shared information.
  • Represent the department in interactions with other University administrative offices, colleges, and departments.
  • Provides consultative service to the Director and Leadership on issues of administrative, financial reporting and organizational management.
  • Helps determine appropriate strategies and procedures for implementing decisions made by the Director and Leadership to establishes departmental policies and procedures.

Knowledge, Skills, and Abilities (KSAs):
  • Advanced understanding of institutional, state, and federal policies.
  • Proficiency with financial systems such as Anaplan and UAccess Research.
  • Expertise in financial reporting, budget management, and fiscal oversight.
  • Excellent problem-solving, critical thinking, and organizational skills.
  • Familiarity with financial management software and tools.
  • Ability to manage high volumes of work and meet strict deadlines.
  • Discretion and ability to maintain confidentiality at all levels.
  • Strong leadership and supervisory skills.


Minimum Qualifications
  • Bachelor's degree or equivalent advanced learning attained through professional level experience required.
  • Eight (8) years of relevant work experience, or equivalent combination of education and work experience.


Preferred Qualifications
  • Experience in higher education or research institution settings.
  • Experience managing NIH funded projects.
  • Experience with grant and project budgeting, effort certifications, and compliance.
