Key Requirements
The Executive Staff Office (ESO) reports directly to the Training Division (TD) Front Office. ESO is responsible for providing daily support to division management and senior-level executives by developing and implementing the division's strategic planning, managing strategic communications, data analytics, overseeing the development and management of policies, compliance, privacy & ethics officer responsibilities, review and response of internal & external reviews, audits, and data calls, coordinating enterprise outreach and training initiatives, graphics support, safety and occupational health, and front office support.
This unit is seeking a proactive, self-starter, team-oriented candidate who wants to work in a fast-paced, executive-facing unit with an exciting opportunity available on the strategic planning including performance measures, policy formulation and management, and data analytics.
The strategist must be a self-starter who works independently and proactively to collaborate with TD sections and executive management to support the development and refresh of a division-wide strategy. The strategist will also monitor and evaluate strategy performance in order to promote and advance the division's mission of striving for excellence in all facets of training and leadership development. This position will conduct data analysis to inform decision making processes and to make recommendations on helping TD operate more effectively. Additionally, the incumbent will oversee the development and management of new, renewal, revision, and archival of training policies to help drive and enhance the division's strategic efforts.
The primary responsibility of the strategist is to develop a division short- and long-term strategy and devise creative solutions to improve TD's business processes and policies in order to better serve the workforce. The strategist will facilitate strategy sessions by bringing together leaders and various stakeholders from across and outside of the division to advance TD's critical mission of serving its people and organization.
Major Duties
Program manage division strategy efforts by working closely with the TD sections, aligning with RPO's strategic practices and following Enterprise Strategy Tool guidelines and evaluate these efforts using data and performance metrics as measurements for success.
Establish clear goals and objectives and provide direct recommendations and defend decisions to division executive leadership, and/or division staff on activities needed to shape TD's strategic direction.
Provide research and data analytics to further TD's efficiency and effectiveness.
Serve as the division Policy Officer by overseeing the development of and management of new, renewal, revision, and archival of training and leadership policies for TD, working with subject-matter experts across the enterprise to ensure critical training functions and responsibilities are supported under TD's vast purview.
Build SES and executive performance plans in alignment with HRB/SESU deadlines, including reviewing and consolidating executive accomplishments and ensuring that these priorities are aligned with the overall TD strategy.

- Required Leadership Training: All FBI supervisors promoted after January 2022 are required to attend and complete the Training Division's Supervisor Essentials Program within 365 days from initial assignment into a supervisory position. Supervisors will need to complete both the "Mentoring and Coaching" and "Performance Appraisals" courses as part of the Supervisor Essentials program. The Supervisor Essentials course is a pre-requisite for the new Leading People (Virtual) and face-to-face version (VLP) that will be offered beginning the 2nd Quarter of 2022
- Limited Movement: Policy has been implemented wherein support employees entering a position through a competitive OR non-competitive action may be precluded from moving to another position within the Bureau by means of reassignment or change to lower grade for a minimum of 12 months. HRD will waive this limited movement policy for qualified employees, who have received an official notification letter that their current position is being relocated to Redstone Arsenal in Huntsville, Alabama by 2024, so those employees can compete for a position elsewhere.
- Probationary employees are precluded from being considered for all job opportunities until 12-months of their 24-month probationary period has concluded. Probationary employees may be considered for competitive vacancies that are advertised within their respective division or field office after serving 90 days within the FBI.

- Relocation expenses will be borne by the selectee, except FBI employees returning from LEGAT assignment. Employees returning from LEGAT assignments must advise the Staffing and Administrative Unit / International Operations Division of their application for this position.
- Candidates receiving a transfer of physical location, whether at the expense of the FBI or not, will be required to complete a one-year commitment to the assignment, prior to moving to a new position at the FBI.
