PROFESSIONAL DEVELOPMENT MANAGER:

The Professional Development Manager is responsible for overseeing the development and implementation of programs and initiatives to support employee growth and development. This position provides implementation support, actively collaborates with County leadership, assesses training and development needs for the organization; create and deliver training programs; identify training tools, outside trainers and resources; coordinate the County's onboarding process for County employees; administer the tuition assistance program; administer the learning management system and develop performance management tools that support organizational goals and objectives. The mission, vision and values of the Indian River County Board of County Commissioners will be kept at the forefront of all decision making and actions. This is a professional position working under the direction of the Human Resources Director.

Essential Job Duties

  • Build strategic and collaborative relationships while interacting with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations.
  • Manages all training programs, including documentation, reports and related metrics.
  • Designs, develops, and implements training for county staff, including individualized and group training programs that address the specific needs of the organization in alignment with the County's strategic plan.
  • Recommends career development and progression programs that align with recruitment and retention goals.
  • Develops curriculum based on organizational strategic goals and objectives.
  • Prepares requests for proposals (RFP) or obtains quotes for outside training resources and evaluates responses and makes recommendations.
  • Research, collect and disseminate information on available training sources, methods, and costs.
  • Manages resources, including working with employees and training vendors to develop and deliver training.
  • Administers learning management system and evaluates system making necessary recommendations for improvement.
  • Review existing training materials and those produced by third parties to determine appropriateness and relevance.
  • Schedules training sessions; organizes necessary technology, venue and equipment; manages course enrollment.
  • Collaborate with department directors, managers and supervisors in assessment of required skills, skill gaps, performance challenges through interviews, surveys, questionnaires, task analysis and job analysis in order to design appropriate training programs.
  • Develops performance management tools that align with organizational goals and objectives, consults with department supervisors and coordinates any necessary performance-based training.
  • Cultivates and maintains cooperative relationships with management and supports staff for career development opportunities, organizational development and performance.
  • Coordinates, develops and delivers programs to promote morale and employee engagement.
  • Coordinates NeoGov training and development for onboarding processes and conducts new hire orientations.
  • Conducts surveys and provides analysis and reports regarding training needs, skill gaps and recommends training.
  • Maintains training files; manuals, forms, and reports necessary for training programs.
  • Establish and maintain relationships with training partners, local colleges and vendors.
  • Assist in the development and implementation of new training programs; modify existing programs as identified through needs data analysis.
  • Monitors the effectiveness of the overall training program using meaningful metrics, employee and management feedback, needs assessments and organizational productivity.
  • Make appropriate changes to programs in support of organizational goals and objectives.
  • Keeps abreast of state, federal, and local governmental laws and regulations, both existing and proposed, for impact and potential impact on the workforce and operations.
  • Recommends mandatory compliance training, education and development of policies and procedures based on state and federal mandates and regulations.
  • Keeps up to date on training trends, developments and best practices.
  • Monitors the performance appraisal process and ensure appraisals are completed properly and submitted in a timely manner.
  • Manages the tuition reimbursement program and processes all requests in a timely manner and in accordance with current policy.
  • Performs related work and other duties as assigned.

Typical Requirements

Education and Experience:

Bachelor's degree from an accredited college or university in human resources, public administration, business administration, organizational development, education or related field and a minimum of three (3) years of experience in development, coordination and oversight of training programs or a strong combination of education and experience.

Licenses, Certifications or Registrations:
  • Professional in Human Resources (PHR) Certification or SHRM Certified Professional (SHRM-CP) Certification preferred.
  • Association for Talent Development (ATD) Certifications preferred.
  • Must possess a valid Florida driver's license.

Knowledge, Abilities and Skills:

Knowledge of the principles and practices, methods and theories of training and employee programs.

Knowledge of training, management development and educational resources.

Knowledge of applicable local, state and federal employment rules, laws and regulations including anti-discrimination, equal employment opportunity, and employee safety laws.

Knowledge of modern training needs analysis, surveying, ROI, adult education and staff development best practices.

Knowledge of the County's departmental organization and operations.

Knowledge of County personnel rules, regulations, and procedures.

Ability to write policies, procedures, job descriptions, correspondence and newsletters.

Ability to work well under pressure and perform multiple tasks.

Ability to model respect for individuals, teams, and the organization.

Ability to establish and maintain the trust and confidence of staff and the public.

Ability to exercise good judgment, make logical decisions.

Ability to conduct effective seminars and discussion sessions.

Ability to analyze needs and provide guidance to employees and supervisors concerning educational requirements, training for career progression, job performance improvement, and fulfillment of departmental training needs.

Ability to cultivate effective working relationships with management, employees, and County officials.

Ability to communicate clearly, concisely, and persuasively, both verbally and in writing.

Excellent public speaking and facilitation skills are required.

Excellent written, verbal, electronic and visual communication for effective expression and clarity.

Proficiency in Microsoft Word, Excel, PowerPoint and Visio.

Proficiency in Canva or similar graphic design software.

Must be detail oriented and have strong time management, organizational, writing
