OVERVIEW

Reporting to the Managing Director - Alberta, Yukon, the Senior Manager, Recycling Post Collection Operations - Alberta, Yukon, as a key member of the leadership team is responsible to continuously improve the management of Single-Use Products, Packaging and Paper Products (PPP) in Alberta under the Alberta Extended Producer Responsibility Regulation 194/2022 for PPP and Yukon Regulation OJ.C. 2024/19. The Senior Manager will guide CM's post-collection recycling services procurement and implementation strategies, while supporting the delivery of post-collection services and managing relationships with service providers and end-markets. Collaborate on innovation and technological improvements through material sampling and pilot projects with the National Operations team.

RESPONSIBILITIES
  • Support the development and implementation of a comprehensive operations strategy to deliver the overall objective of a cost-efficient residential PPP system that delivers to the provincial and territorial regulations, while working collaboratively with the Managing Director and the National team.
  • Participate in the review and contribute to the annual operations strategy or other business plan.
  • Assist in developing an operations risk management strategy which includes commercial and vendor risks.
  • Manage, develop, and implement procurement of post collection system including receiving, consolidation and transfer (RCT) services and processing services.
  • Support CM's procurement processes including input into contracts, management of documents, evaluation, and award of contracts with the National Operations team.
  • Manage the negotiation of service delivery by post-collection facilities and extension and/or assignment of service provider contracts.
  • In coordination with the National Operations team, identify strategic alliances with down-stream processing and/or end-markets to increase value to CM's customers and to increase cost competitiveness.
  • Coordinate with the National Operations team to develop and implement processes to direct materials from CM's post-collection value chain to CM's customers' supply chains.
  • Oversee the quality and timely delivery of post-collection services.
  • Ensure quality management and continuous improvement systems are established to analyze and evaluate the effectiveness and efficiency of post-collection services, including monitoring service providers' performance against contracted performance metrics.
  • Lead the interface between CM's post-collection service providers and customer's supply chains under CM customer agreements.
  • Identify opportunities with the National Operations team for innovation, improvements in delivery standards, increased operational efficiencies, reduced residue, higher recovery rates, higher commodity revenues and more materials directed from CM's post-collection system to its customers.
  • Monitor CM's relationships with contracted service providers and other key stakeholders to identify and manage risks, anticipate, and resolve issues and manage disputes, escalating issues to the Managing Director and VP, National Operations as appropriate.
  • Oversee a team of managers and field services staff to ensure the effective fulfillment of objectives assigned to them while ensuring flexibility to move swiftly in response to unplanned operations challenges and opportunities.
  • Mentor, coach and effectively manage the performance of direct reports, ensuring succession planning strategies exist to mitigate service disruptions.
  • Lead team development and staffing levels by enthusiastically collaborating with HR support services.
  • Participate in the development of a well-researched and planned annual operations budget to support forecasted operation activities and initiatives.
  • Prepare accurate, timely and data driven reports (i.e., field service activity) as tasked.
  • Publicly support strategic decision making and operations while acting as a positive and contributing member of the senior management team.
  • Other duties as may be required from time-to-time, including attendance at events, and third-party meetings as necessary.
  • Supervise, lead and support other special projects, as tasked to do so.

QUALIFICATIONS

Education
  • Bachelor's degree, college diploma or equivalent management experience in a related field is required.
  • Continuing education and professional development in project management is an asset.
  • Trained in the practical and advanced use of applicable software or related technological tools.

Experience
  • 8+ years demonstrated knowledge of residential recycling systems including primary processing (i.e. MRF operations), downstream processing, commodity markets, material and equipment specifications, operating standards, performance metrics and material audit specifications.
  • Advanced knowledge of procurement processes gained through 8+ years hands on experience.
  • 8+ years experience as the decision maker related to contract management and vendor relations.

Knowledge/Competencies/Skills
  • Proven experience in managing competing priorities with multiple stakeholders at a senior level
  • Proficient in Microsoft Office 365, Visio, SharePoint, Teams, Excel and Jira.
  • Demonstrated ability to work in a dynamic environment where change, growth and innovation are a constant.
  • Excellent interpersonal, influencing and negotiation skills, with strength in tactfulness and diplomacy.
  • Experience working with a variety of distinct stakeholders including senior executives, service providers and municipal representatives of all levels.

WORKING CONDITIONS

Working Hours
  • This is a full-time position, scheduled forty (40) hours per week, working not less than 37.5 hours per week, or as needed in the fulfillment of duties.
  • Extra or flexible hours may be required on occasion.
  • While this position is remote and based in Alberta, the incumbent is expected to have a flexible work schedule requiring periods of extended working hours (evenings/weekends) to meet deadlines throughout the year.
  • This role requires coordinating and meeting with internal and external stakeholders in multiple Canadian time zones.

Travel
  • Travel in and out of Alberta is possible with site visits required throughout Alberta as needed.
  • Driver's License - A valid driver's license is required.
