Position Summary
The primary purpose of this position is to provide leadership as it relates to ensuring compliance of the Housing Authority of Baltimore City (HABC) Dwelling Lease agreement, the investigation of suspicious persons and activities on public housing property, a timely response to resident complaints, and accurate data analysis. The responsibilities involve the planning, supervision, management and administration of personnel and serving as an advisor to agency staff in the formulation of policies and procedures that govern the security operations of HABC facilities. This position advises the President/CEO (or designee) on matters relating to HABC's strategic objectives in the area of resident safety and facilities security; meets with representatives from the Baltimore City Police Department and other law enforcement entities on a regular basis to ensure resources are allocated to HABC to augment existing plans that govern the safety and security of residents, - staff and/or contractors and vendors performing work for HABC. In addition, duties include reviewing, compiling, and analyzing reports for Landlord/Tenant court proceedings, and may require conducting periodic and routine home visits.
The Security Operations Manager must meet the requirements of minimum standards of training as mandated by the Maryland Police and Correctional Training Commission. Must have knowledge of the Law Enforcement Bill of Rights and must have knowledge of sensitive criminal data systems such as, but not limited to, CJIS, MILES, MCAC, and MAGLOCLEN. Performance of the duties requires excellent analytical, organizational, supervisory, and computer skills, and the ability to use independent action and sound judgment. The incumbent must possess excellent public relations skills and maintain the highest measure of confidentiality in all matters when required.

Essential Duties and Responsibilities
Minimum Education, Training and/or Experience
Graduation from an accredited college or university with a bachelor's degree in public or business administration, or closely related field and the successful completion from an accredited, Law Enforcement Academy or Federal Training Academy preferred. Five (5) years of experience in law enforcement. One (1) year must include practical experience in the position of Police Officer or Criminal Investigator which may be replaced by one (1) year of education in criminology. Work experience must also include two (2) years of responsibility in a supervisory capacity. Any equivalent combination of education, training, and experience, which provides the required knowledge and abilities, may be considered sufficient.

Essential Duties and Responsibilities
- Reviews and analyzes investigative reports performed by Internal Investigative Unit (IIU) staff for court cases and related matters.
- Maintains a filing and tracking system based on findings concerning lease violations, suspicious activity on housing properties, and corrective actions. Develops procedures for special studies, surveys, and research projects to enhance Agency compliance results.
- Develops and maintains rapport with residents to foster an atmosphere of cooperation, compassion, coordination, peace, and order within HABC developments and encourages residents to report any and all suspicious or criminal activities, and suspected/observed abuse or neglect of people, animals, or property.
- May investigate the activities of suspicious persons in and around HABC developments and/or facilities.
- Assists in the preparation of legal cases filed in the appropriate court by the HABC to enforce the lease, including but not limited to eviction proceedings and enforcement
- Works with resident organizations and housing managers at HABC developments regarding the terms of the lease, admission and occupancy policies and various programs. Establishes mediation/conflict resolution program for residents.
- May appear and testify in court when necessary.
- Oversees the implementation of a Residential Crime Watch Program
- Along with the designated project management staff provides input and assists when necessary with the maintenance, scope, specifications, design and the Closed Caption Television (CCTV) system
- Maintains liaison with law enforcement officers, and other related agencies' (Code Enforcement, Licenses and Permits, Sanitation, the Baltimore City Police Department and the Drug Enforcement Agency) on security issues and resident information needs in order to exchange information and facilitate cooperative efforts.
- Develops and maintains a working knowledge of judicial and criminal law in the areas of: self-incrimination; right to counsel; arrest; search and seizure; interrogation and confessions, and the collection and preservation of evidence.
- Attends training courses, as assigned, to increase and enhance professional knowledge, skills and ability.
- Performs other duties as assigned.

Special Requirements
- Possession of a valid Maryland driver's license.
- Must be able to be covered under the Authority's fidelity bond.
- Must be able to be covered under the Authority's vehicle insurance policy.
Other Requirements
- MPTC (Maryland Police Training Commission) certification (5 years in good standing)
- You must successfully pass a prescreening investigation, including employment and education verification.
- Probationary Period: This is a full-time permanent position. Upon employment, you will be required to serve a 6-month probationary period.
