Brief Description

The Finance Manager works directly under the supervision of the Finance Director and is responsible for overseeing the creation, implementation, and maintenance of various city budgets. This position requires a strong background in government finance and budgeting, along with advanced analytical skills. The Finance Manager will play a key role in developing City budgets, managing budget amendments, and establishing performance measures aligned with departmental goals and objectives.

Essential Functions

  • Manage the general ledger, perform monthly bank reconciliation and the annual audit process.
  • Prepare monthly revenue and expenditure reports.
  • Gather information and make policy recommendations to improve the City's budget and the budget process.
  • Manage the annual budget development process.
  • Develop five-year Revenue and Expenditure Forecasts for various Funds.
  • Budget Development & Management: Lead the development and maintenance of the City's budgets, ensuring alignment with financial goals and strategies.
  • Budget Amendments & Performance Metrics: Oversee budget amendments and work with departments to establish and track performance measures and KPIs.
  • Cross-Departmental Collaboration: Collaborates with City departments to address budget and funding issues and respond to financial inquiries.
  • Budget Request Input: Oversee the accuracy of budget requests and input into the City's budget management software.
  • Reporting & Analysis: Prepare monthly, quarterly, and ad hoc financial reports to provide insights into budget status, financial trends, and departmental performance.
  • Accounts Oversight: Review and ensure the accuracy of accounts payable and accounts receivable entries to maintain financial integrity.
  • Develop the proposed and adopted budget book.
  • Prepare the annual salary and benefits budget. Provide status reports on the City's Strategic Plan.
  • Manage position control.
  • Prepare agenda items for City Commission meetings.
  • Coordinate revision of the City's Master Fee Schedule and related Ordinance.
  • Monitor accounts payable and accounts receivable.
  • Develop and ensure implementation of financial policies and procedures.
  • Train employees in the use of financial software, processes, and procedures and create SOPs.
  • Manage grant funding.
  • Make frequent contact with employees, citizens, local state, federal agencies, and other city departments.
  • Ability to maintain a regular and reliable level of attendance including arriving to work on time.
  • May perform other duties as assigned

Necessary knowledge, Skills, and Abilities

  • Ability to synthesize large quantities of complex data into actionable information.
  • Principles and practices of Municipal budgeting (operating and capital) and Municipal financing techniques including bonds, assessment districts, fees, lease/purchases, and private/public partnerships.
  • Principles and practices of governmental procurement and contract management requirements.
  • Municipal financial strategies and practices; debt management and financial analysis, including revenue forecasting and long-range financial planning.
  • Auditing principles and practices.
  • Ability to work and effectively communicate with senior-level business partners.
  • Ability to work both independently and as part of a team.
  • Advanced business judgment, analytical, and decision-making skills.
  • Laws and regulations governing public sector revenue instruments.
  • Knowledge of financial reporting and data mining tools such as SQL, Access, etc.
  • Advanced demonstrated use of Excel, Word, and PowerPoint.
  • Ability to work under pressure and to meet tight deadlines.
  • Proven experience in government finance and budgeting.
  • Strong analytical and problem-solving skills.
  • Proficient in budget preparation, financial reporting, and performance metrics development.
  • Experience using financial software, preferably related to municipal or government accounting.
  • Excellent oral and written communication skills when responding to budgetary and financial inquiries from both internal and external customers.

Education, Experience, Certificates, and Licenses Required

Bachelor's degree in Finance, Accounting, or a related field (or equivalent experience). Three (3) year's experience working in a government or public sector finance role.

Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
A Valid Class C Texas driver license and the ability to maintain a satisfactory driving record.
