Position Summary and Qualifications

This is professional, administrative, and technical work in planning, organizing, coordinating, staffing, and controlling budgets in the operations of Facilities; internal and external mail service activities; building leases and/or purchases; construction; maintenance; space planning; disaster efforts; conservation initiatives; fuel system and storage; hazardous waste storage and disposal; and warehouse management, related to FPUA's infrastructure (buildings, facilities, and facility-related equipment). Additional managerial responsibility for approximately $66,611,000 of FPUA-wide buildings, facilities, and facility-related equipment. Position is responsible for improving and maintaining good customer relations, cost-effective facilities, a safe and secure working environment, and operational efficiency. This involves primary supervision, direction, and control of subordinates in both operational areas and a variety of outside contractors. The position reports to the Chief Operating Officer.

Plans, develops, organizes, supervises, and coordinates a comprehensive program for operation, maintenance, cleaning, alteration, and repair of FPUA's buildings, facilities, and facility-related equipment. Examples of facility-related equipment include generators, alarm systems, elevators, and water fountains.

Meets with all FPUA Department Heads to assess, inspect, and review infrastructure and materials needs and formulates associated costs. Confers with Department Heads to develop security needs for buildings and material needs for operations and projects. Prepares a prioritized budget to maintain, repair, remove, or replace infrastructure and materials.

Prepares contract specifications for services, repairs, and alterations of facilities and any mechanical or fixed facility-related equipment. Examples of contracts include janitorial services, lawn maintenance, HVAC systems maintenance, generator maintenance, and pest control. Reviews bids and makes recommendations. Inspects contractual services for compliance with the terms of the contract.

Confers with consultants, engineers, architects, and contractors to plan and implement projects for maintenance and improvement. Reviews specifications and designs. Performs visual walk-throughs before, during, and upon completion of maintenance and repair. Approves payment to vendors upon completion of repair/maintenance.

Coordinates major building construction and maintenance projects for all FPUA facilities, Administrative Complex, Substations, Lift Stations, and Well Fields. Submits and obtains required permits for all FPUA infrastructure projects. Responsible for 19 buildings, approximately 524,198 square feet.

Performs coordinated periodic inspections of all FPUA infrastructure. Recommends to departments repair needs that may arise and takes immediate action to correct obvious safety or building code violations. Inspects FPUA infrastructure to ensure compliance with established maintenance service standards.

Prepares and maintains the responsibility for any state or federal mandated response or clean-up plans for the warehouse facilities, including the SPCC Plan and PCB Procedures. Coordinates and supervises the control of and the record-keeping for the hauling and shipping of PCB and non-PCB associated equipment. Maintains all manifest documentation on PCB transformers from vendors.

Works closely with other departments to ensure compliance with all governmental and regulatory agencies' regulations and requirements. Coordinates maintenance of Material Safety Data Sheet (MSDS) files in an up-to-date status and distributes individual sheets on an as-needed basis.

Audits energy and water usage to develop and implement an Energy Conservation Program, relating to all FPUA infrastructure. Audits commercial and residential customers' buildings and makes recommendations for energy conservation.

Develops, implements, and manages a Weatherization Education and Outreach Program (WEOP) to provide home weatherization and education on best practices of energy and water conservation. Oversees and/or performs utility assessments, manages personnel and contractors, and provides for education of customers in weatherization of properties.

Oversees WEOP records regarding assessments, personnel, contractors, and repairs and prepares and compiles data for statistical summaries and reports related to the WEOP program.

Contracts with and oversees work of Environmental Hygienist to resolve Health and Welfare issues at FPUA facilities including remediation and reporting.

Responsible for the operation and maintenance of FPUA's Fuel System used for vehicular equipment.

Operates and maintains a variety of power equipment with a high degree of efficiency including backhoe, manlifts, front-end loader, trencher, forklift, and power tools.

Ensures work is performed in a safe manner and complies with FPUA's Safety Program and all Federal, State, and Local Codes and Legislation.

Resides on and makes suggestions to various county and city committees concerning resource conservation.

Prepares, submits, and monitors annual FPUA-wide Facilities Capital and Maintenance budgets, regulates expenditures, and approves purchases in accordance with established procedures. Routinely compares internal costs to provide service against external contractor options as applicable. Makes procurement and repair or replacement decisions based on cost-effectiveness or expediency.

Supervises directly or indirectly all subordinates. Develops and implements work performance and ensures safety standards are met. Sets priorities, approves work schedules, and inspects work in progress and upon completion. Conducts performance evaluations on an annual basis.

Recommends selections, promotions, discharges, and other appropriate personnel actions.

Approves vacation requests and overtime requests. Keeps work order backlog and inventory outages to a minimum and in priority order.

Graduation from an accredited four-year college or university with a Bachelor's Degree in Business Administration, Construction, Organizational Management or related field plus a minimum of five (5) years of progressively responsible experience in project management, facilities administration, budgets and contracts, building construction, maintenance and inspection, including three (3) years supervisory experience; or an equivalent combination of formal education, professional certification, and working experience.

Contract Management: Experience in preparing, negotiating, and overseeing contracts for services, repairs, and facility alterations. Ability to evaluate bids and ensure compliance with contract terms.

Maintenance Expertise: Knowledge of maintenance requirements for a variety of facility-related equipment such as HVAC systems, generators, alarm systems, elevators, and water fountains.

Energy and Resource Conservation: Skills in auditing energy and water usage, and developing programs to improve conservation and sustainability within facilities.

Disaster Preparedness and Response: Ability to develop and implement plans for disaster preparedness, emergency response, and recovery efforts for facilities.

Environmental Health and Safety: Understanding of environmental health, hazardous waste storage, and disposal practices, ensuring compliance with safety standards.

Financial Acumen: Ability to prepare and manage budgets, monitor expenditures, and make cost-effective decisions regarding facility maintenance and improvements.

Leadership and Supervision: Proven ability to lead and manage a team, set priorities, and ensure high standards of work performance and safety. Conducts performance evaluations and provides guidance and training.

Technical Skills: Proficiency in using various power tools and equipment related to facility maintenance. Familiarity with computerized maintenance management systems (CMMS).

Interpersonal Skills: Excellent communication and interpersonal skills to work effectively with staff, vendors, contractors, and regulatory agencies. Ability to build and maintain positive relationships.

DENTAL INSURANCE - Becomes effective for employees and dependents on the first day of the month following completion of 30 days continuous service. FPUA pays 100% of employee premium and 60% of the dependent premium.

VISION - Becomes effective for employees and dependents on the first day of the month following completion of 30 days continuous service. FPUA pays 100% of employee premium eye care coverage for employees and a portion for their family members, including eye exams, glasses, contact lenses, etc.

LIFE INSURANCE - TERM (EMPLOYEES ONLY) - Life insurance and accidental death and dismemberment policy equal to 1x employee's annual salary. Employees may also purchase, on a voluntary basis, additional life insurance through payroll deduction in $10,000 increments up to $100,000.

LONG TERM DISABILITY - Employees out for more than 90 days due to a disabling injury or illness will receive 60% of wage, up to $4,500 per month.
