Background and Context:
The Independent Evaluation Group (IEG)'s mission is to improve World Bank Group (WBG) development results through excellence in evaluation. IEG is responsible for the assessment of the relevance, efficacy, and efficiency of WBG operational policies, programs and activities, and their contribution to development effectiveness. IEG's evaluations aim to enhance accountability and learning to inform the formulation of new (and course corrections of ongoing) core work of the WBG.
IEG is led by the Vice President and Director-General, Evaluation (DGE), who reports directly to the Board of Executive Directors.
The organizational structure comprises of:
Office of the DGE with Strategy, Methods, and Evaluation Capacity Development (ECD) teams
Two evaluation departments:
o Human Development and Economic Management Department;
o Financial, Private Sector, and Sustainable Development Department; and
Knowledge and Communications Department.
The mandate of the Knowledge Management and Communications Department (IEGKC) is to facilitate the effectiveness and efficiency of IEG's work and to strengthen IEG's impact and influence by increasing the dissemination, use, and accessibility of IEG's evaluation knowledge. IEGKC staff and work are divided into three streams: (1) Data, Systems and Learning (DSL), (2) Knowledge Management (KM) and (3) Communications (Comms). IEGKC plays a central role in facilitating learning and knowledge sharing from evaluations, as well as offering tools, services, and training to facilitate the practice of evaluation.
IEGKC DSL team seeks a highly motivated Data Scientist who will provide both leadership and direct support to managing IEG data architecture (platforms, code, protocols, and other techniques to access, use, and disseminate data into and out of IEG). He or she will serve as the primary technical liaison for data and data science with World Bank and IFC IT teams and other data counterparts across the institution.
IEG is in the process of developing its AI strategy, following the implementation of its first data strategy. The data scientist will collaborate with others in IEG to implement a plan for use of AI and other innovative technology to support the work of evaluation and leverage data and knowledge from existing evaluative evidence.
Duties and Accountabilities:
Duties and accountabilities include, but are not limited to:
Work creatively to help update the overall data architecture to lead the management (creation, maintenance, enhancement) of IEG's data architecture, liaising with World Bank, IFC, and MIGA IT teams and engaging closely with IEG internal stakeholders to understand, capture, and prioritize requirements.
Collaborate with IEG staff and IT teams to design and maintain IEG reports in corporate reporting portals (e.g., IEG Data Hub, Standard Reports, Data Explorer, Data Studio, Business Intelligence).
Support IEG team members (evaluators, data analysts, and data scientists) in accessing and utilizing corporate and internal data systems and resources to support evaluations.
Contribute to initiatives to enhance the visibility, user-friendliness, and usage of IEG data and lessons (for example through dedicated communication campaigns and learning products).
Maintain and implement protocols with counterparts in IFC and MIGA for accessing confidential data and documents and for bulk downloading documents.
Develop, document, maintain, and execute quality assurance protocols and corresponding code for IEG data, including standards for consistent use of data and calculations.
Manage data science projects to develop code for IEG staff to re-use to mimic the function of PowerBI templates.
Manage Databricks platform (compute, access for IEG staff) in close coordination with ITS.
Contribute to the implementation of IEG's AI strategy, along with the DSL team program manager and IEG Methods Advisory team.
Support initiatives for code reproducibility and quality assurance across IEG.
Manage the process for capturing, documenting, packaging, and storing data from evaluations in data packages, in alignment with WBG institution-specific information security requirements. Provide guidance to evaluation teams on creating data packages.
Collaborate with IEG Methods Advisory and IEG Academy teams to develop and deliver certification programs for portfolio analysts and conduct and/or organize training on IEG systems and data. Develop training materials, job aids, and other resources.
Manage extraction and dissemination of IEG data on WBG data portals (e.g., Finances One, Development Data Hub), in accordance with Access to Information policies.
Co-facilitate the Data Science Community of Practice with the Methods team.
Manage data science projects to extract synthesize and additional insights from IEG lessons and other sources of IEG evaluative knowledge.
Respond directly to access to information requests involving IEG data.
Serve as IEG's data privacy focal point, updating guidelines for staff, interfacing with WBG data privacy offices, and maintaining records of personal data processing activities in the Privacy Portal.
Develop and maintain content of internal and external website pages related to IEG data and collaborate with team web designers to implement changes.
Contribute to development of institutional data partnerships.
Mentor, support, and delegate to junior team members.
Selection Criteria
Master's degree in relevant field (i.e., Computer Science, Data Science, Applied Mathematics, Statistics, Economics, Public Administration, etc.) with a focus on data science and analytics (and research methods), with at least 5 years of relevant professional experience5+ years hands-on experience with managing and analyzing both quantitative and qualitative data.
Excellent programming/coding skills related to data collection, data management, and statistical software (e.g., STATA, R, Python, SQL,).
Proficiency with a wide range of WBG operational portals, reporting systems, and data catalogs (e.g., IEG Data Hub, Standard Reports, Data Explorer, Data Studio, Business Intelligence, Development Data Hub)
Advanced Microsoft suite skills, a PowerBI power user and understanding of relational databases
Solid understanding of IEG, World Bank Group (including World Bank, IFC, and MIGA) operational, corporate, and development data.
Solid understanding of research methods, including evaluation approaches used in MDBs, solid methodological grounding in matters of indicator development, measurement, supporting data evidence (sources, collection, analysis, etc.), and reporting (including dashboards, etc.).
Strong understanding of business requirements gathering, interpreting, and prioritizing
Familiarity with WBG access to information, information security, and data privacy policies
Strong understanding of principles of effective data visualization and proficiency with data visualization tools, such as Tableau and PowerBI
Good understanding of systems and data architecture and data migration
Excellent project management, teamwork, interpersonal, and stakeholder engagement skills
Strong results orientation, ability to juggle multiple simultaneous demands, proven capacity to deliver quality results within deadlines
Excellent communication and writing skills, with a strong command of English and an ability to convey complex ideas in a clear, direct format
Able to learn new technologies quickly
A high degree of self-motivation, positive attitude, and drive.
Preferred:
