Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S.

The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California's Central Valley.

Under the general direction of the PMO and Director, the Regional Project Controls Deputy Director primarily reviews, verifies scope, schedule, cost, and risk elements of the assigned region against the Authority's program baseline. Generally, this includes assessing the monthly progress of work and deliverables against the baseline schedule, assessing the change to existing and pending contracts, and projects, verifying the change impacts evaluated by the Project Construction Management team, Regional Consultants, or other management team responsible to deliver projects in accordance with the Program Baseline. This position also will liaise between the Program Management Oversight Branch and the Delivery Pillars (i.e., Rail, Infrastructure Delivery, Strategic Delivery, Planning/Sustainability). Finally, this position will support PMO scheduling, claims, and forensic delay analyses required to determine merit and quantification of any potential time extension requests.
Provide critical analysis, recommendations, risk assessments, and other key factors to support the project control functions in an assigned region
Review and assess schedule updates, determine, and identifies schedule variance.
Oversee delivery pillar performance against the program baseline
Ensure the accuracy and quality of all performance management reporting from the assigned region
Review and assess change notices, potential change orders, or other change notifications for impacts against the Baseline Schedules
Perform forensic delay analyses and develop summary of findings
Develop delay causation reports documenting the chronology of events related to project delays/cost impacts
Train and manage other scheduling team members on forensic schedule analysis and causation analysis development
Provide recommendations on how to improve the schedule review and tracking process
Provide recommendations for increased schedule reliability and identify longest path and critical schedule activities
Perform review and analysis of the construction schedule for risk identification, risk review, and risk assessments including providing recommendations on appropriate actions
Prepare and maintain regional schedules to accurately report the regional schedule data
Develop what-if scenario schedules and scenario analysis providing reasonable and realistic schedule forecasts
Review contractors' claims and assist with responses and potential rebuttals
Support PMO activities as needed

Basic Job Requirements
Accredited four (4) year degree in civil engineering and/or Quantity Surveying, Construction Management, Business, Finance or global equivalent in applicable field of study and twenty-five (25) years of work-related experience or a combination of education and directly related experience equal to twenty-nine (29) years if non-degreed
Progressive experience on large scale projects.

Preferred Qualifications
Professional certification as scheduling professional and/or engineer
Familiarity with transportation projects and disciplines
Experience and subject matter expertise in delay analysis methodologies
Can communicate effectively with different disciplines to obtain scope of work and other information and manage the development and review of schedules
Experience with analyzing, reviewing schedules and time impact analyses, and good negotiations skills

Other Job Requirements
Knowledge of principles and practices of project controls and management of project control teams for a large-scale construction project and ability to carry out cost, schedule, and risk analysis
Proven accuracy, reliability, and completeness in job accomplishment
Knowledge of schedule analysis and must be highly proficient in Primavera P6 software, delay analyses principles and expert report development for complex construction projects', claims management and support, construction contracts
Ability to interface with a variety of people with different technical levels and educational backgrounds
Ability to produce accurate and timely results while maintaining a customer-service attitude
Proficiency and knowledge of computer software applications Microsoft Excel, Microsoft Word, Microsoft Outlook, and cost management software
