Employees need to report to the 201 W. Washington Ave. Madison, WI office or the 635 N 26 St. Milwaukee, WI office on their first day for onboarding and orientation.

Position Summary
The Adoptions and Post Permanency Services Section Manager is responsible for the management of the State's Adoption and Post Permanency program operations including the Public Adoptions program, administering Adoption Assistance and Medicaid for adopted youth, Adoption Records Search services, and other post permanency-related services. The position directly supervises an Adoption Services Supervisor, three social service specialists, and two program/policy analysts. The position oversees statewide program planning and policy development, adoptive parent training, and fiscal responsibility related to foster care, adoption and subsidized guardianship. The position oversees several contracts related to the administration of the public adoptions program as well as pre and post permanency support services. The position is responsible for ongoing coordination with federal programs and adherence to administrative rule, state, and federal statute. The position reports to the Deputy Director of the Bureau of Permanence and Out-of-Home Care.
This position contributes to program delivery and resource allocations necessary to support the overall strategic goals of the Division.

Salary Information
The starting salary is between $46.00 and $50.00 per hour ($95,680 and $104,000 annually), depending on qualification s. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment. The pay schedule/range is 81-02. A two-year career executive trial period may be required.

Qualifications
Minimally qualified applicants will have:
- Experience supervising, directing, guiding, overseeing, or evaluating the work of professional staff (assigning/evaluating work, providing feedback, formal lead/project management duties, etc.)
- Experience administering programs within or adjacent to the child welfare system (developing policy, implementing procedures, monitoring operations). Adjacent systems may include social welfare, social science, or related fields serving children and families, including counseling, psychology, education and behavioral health.
- Experience working with administrative and fiscal responsibilities in a program setting (budget management, contracting and procurement, administering grants or other funding, etc.)
- Experience developing, implementing, and/or monitoring evidence-based or evidence-informed programs for young children, youth, and/or families involved with the child welfare system in accordance with research and best practices in the field
- Experience developing and/or implementing new programs or significant changes in scope and direction to existing programs (identifying priorities, defining roles and responsibilities, generating buy-in, developing implementation plans, monitoring progress toward goals)
- Experience with data driven decision making (identifying data needs, identifying data sources and methods, leveraging data to promote program improvement, and using data to tell a story, etc.)
