Founded in 1960, the Youth Services Bureau of Ottawa (YSB) is one of the largest and most comprehensive non-profit agencies in Ottawa and a registered charity. It provides mental health services, employment programs, emergency shelter, community, health and housing services, and justice programs to youth in the Ottawa area, serving between 2,500 and 3,000 at-risk individuals aged 12+ and their families every month. YSB employs 350 caring professionals in a unionized environment in over 26 locations across Ottawa.

The Assistant Director of Operations is a part of the management team of Youth Justice Services and is responsible within the scope of the position to ensure the provision of the highest quality services to clients of YSB. The Assistant Director of Operations is delegated responsibility for the effective day-to-day administration and operation of the youth justice programs within Youth Justice Services. This includes the day-to-day operations of open and secure detention and custody programs for youth, working closely with Ministry and regional partners. Additionally, as a member of the senior management team of YSB, the Assistant Director of Operations also has responsibilities related to strategic planning and implementation, finding opportunities for linkages and integration of youth justice services with other YSB program areas; participating on an ongoing basis in the implementation of sound human resources planning, assisting with the identification and implementation of new or revised YSB policies and procedures, representing all YSB services externally as required and supporting fundraising, advocacy and communications strategies.

What you will do:

Managerial
  • In absence of the Director, assume responsibility for operational requirements of WEH and Sherwood facilities.
  • Ensure effective performance management by providing direct supervision and support to Youth Justice Coordinators, designated cooks, Control, Maintenance, Transport and Admin staff and any other position that may be assigned.
  • Ensure completion of annual employee performance review and work plan for assigned staff.
  • Ensure effective recruitment, orientation, supervision, evaluation, training and performance management of Youth Justice personnel.
  • Initiate, plan and implement training opportunities for justice staff.
  • Ensure compliance with agency policies, collective agreements and relevant legislative requirements.
  • Determine shift/staffing requirements in accordance with facility practice and budget constraints.
  • Responsible for the Occupational Health and Safety of staff and may be required to perform managerial functions within the JHSC.
  • Interpret provincial policy directions and develop appropriate procedures within Youth Justice Services as appropriate.
  • Assist in the management of other Youth Justice Programs as delegated by Program Director.
  • Liaise with other service areas within YSB and within the community and participate in meetings as required.
  • Participate in system change initiatives related to youth justice from an operational perspective.
  • Participate in training to ensure ongoing development of skills and abilities.
  • Regularly scheduled on-call services are required.

Administrative
  • Ensure that administrative documentation is up to date and in compliance with Ministry and YSB policy and standards.
  • Support preparation for licensing and accreditation as required.
  • Assist with the administration of program budgets and accounts for spending.
  • Ensure QA reports are completed as required.
  • Assist in development of and review of service contracts, funding applications, etc.
  • Oversee transportation program for the facility.
  • Provide oversight and direction for serious occurrences and reporting requirements.
  • Assist Program Director in responding to ministry requests and questions as required.
  • Act as primary liaison with police agencies.
  • Provide oversight to acquisition processes and ensure completion of annual inventory control reports.

Clinical
  • Responsible for the management of custody and detention services including ensuring programs are in place to provide stabilization and crisis management for clients.
  • Oversee court remand processes/procedures and transportation of clients as required.
  • Ensure that transfer and transitional agreements are developed and reviewed as required.
  • Contribute to program development to ensure programs are delivered in accordance with best / promising practices in the field and delivered consistently throughout the facility.
  • Contribute to the development and monitoring of outcome measurements within programs.
  • Responsible for compliance to overall standards issued by the province and YSB.


This opportunity may be right for you if you have:
  • Graduate degree in Social Sciences or equivalent
  • Five years of experience in management, preferably at senior level, with a focus on operations, HR and staff management
  • Experience in management within a unionized environment
  • Demonstrated ability in fiscal and human resource management
  • Proven organizational, administrative and interpersonal abilities
  • Demonstrated decision-making and problem-solving skills
  • Demonstrated leadership ability
  • Proven written and verbal communication skills
  • Demonstrated ability to understand and work within broader youth justice and community service provider systems
  • Oral and written fluency in English essential
  • Fluency in French is considered an asset
