PRIMARY PURPOSE:
To administrate the effective utilization of computer technology for management and instructional purposes; to determine the overall strategic direction of the information systems; to plan and oversee multiple technology projects to maximize availability of resources to provide equitable learning opportunities for all students.

QUALIFICATIONS:
Education/Certification:
  • Bachelor's Degree in technology related areas; Master's Degree preferred
  • Valid Texas Driver's License
  • PEIMS knowledge preferred
  • Special Knowledge/Skills
  • Knowledge of computer systems, hardware components, software applications, networking, and telecommunications
  • Knowledge of technologies supporting the delivery of instruction and management information systems
  • Ability to interpret policy, procedures and data
  • Strong communication and interpersonal skills
  • Knowledge of budgets, personnel procedures, accounting, and student MIS
  • Ability to oversee and direct the department supervised
  • Must have own transportation
  • Knowledge of State Rules and Regulations
  • Knowledge of TSDS
  • Experience:
  • Five years of experience in directing applications, systems, databases, and technical services, and telecommunications
  • Three years of experience in educational administrative computer data processing and management of financial systems preferred


  • MAJOR RESPONSIBILITIES AND DUTIES:
    Management
  • Directs the design, development and maintenance of systems, programs, and software to meet the management information needs of the District.
  • Oversees and monitors the PEIMS department, PEIMS audits, and state and federal reporting requirements.
  • Assists in the calculation of enrollment projections for staffing purposes and annual budget process.
  • Encourages and supports the development and implementation of innovative programs with division programs to achieve district success.
  • Works cooperatively with campus principals and staff to define information system needs regarding instructional and program management.
  • Ensures that the use of Information System's services and resources are integrated with student education and are supportive of the instructional goals and vision statement of the District.

  • Cooperatively develops long and short range goals and objectives for District technology and information system services, including the development of strategic planning documents.
  • Contributes to the district-wide school improvement efforts and the attainment of Academic Excellence Indicators as a member of the management team.
  • Personnel Management
  • Defines job performance expectations of subordinate staff, evaluates job performance, conducts conferences and develops training options and/or improvement plans to ensure the best operation of the departments supervised.
  • Selects, develops, and evaluates qualified staff to effectively perform department functions and provide for the continuity of managerial and specialized skills.
  • Develops and maintains a system to determine and implement District-wide priorities for the use of Technology and Information Systems' resources; develops appropriate management review and user community committees.
  • Administration and Fiscal/Facilities Management
  • Ensures that all fiscal guidelines including finances, purchasing, and payroll among others are properly followed.
  • Implements the policies established by federal and state laws, State Board of Education and local MCISD policies and administrative regulations.
  • Prepares Information Systems department budget and cost estimates based upon program needs.
  • Coordinates and supervises information systems functions throughout the District, reviews requests for proposed information systems and recommends appropriate action.
  • Researches, develops written specifications, and provides guidance in the acquisition and maintenance of computer hardware and/or software on a District-wide level in cooperation with the Purchasing Department.
  • Student Management
  • Understands the student management system, expected student behavior and student code of conduct related to Information Systems.
  • Provides guidance and assistance to campuses in regard to student management applications.
  • Works with campus principals to define and implement truancy related procedures.
  • Professional Growth and Development
  • Maintains effective communication with and provides planning consultation and advisory services to District staff for the implementation and maintenance of effective technology and information systems.
  • Performs duties in a professional, ethical and responsible manner as defined in the TEA Code of Ethics for educators.
  • Assists in planning and providing information systems training for District staff.
  • Plans, recommends, and conducts need assessment for growth and improvement of the District administrative Information Systems.
  • School/Community Relations
  • Articulates to the general public the District's overall mission and goals in the area of data services and solicits its support in realizing the mission.
  • Demonstrates awareness of District-community needs and initiates activities to meet those identified needs.

  • Performs other duties as requested by the Superintendent of schools or the Board of Trustees as needed.
