External and Corporate Relations Vice Presidency (ECR)
The mission of External and Corporate Relations (ECR) is to help deliver financial and political support for the World Bank Group, strengthen the Bank Group's role as a global thought leader in development by enhancing and safeguarding its reputation, and supporting operational teams to achieve country outcomes. ECR manages corporate communications and global engagement with key stakeholders, including media, civil society, foundations, private sector, donor countries, and international organizations, as well as employee engagement. ECR also manages strategic communications for the World Bank's Regions and Global Practices/Development Economics Department and leads the management of reputation risk.
Innovation and Outcomes Departments
The WBG Knowledge Compact for Action aims to empower country clients-public sector policymakers and private sector actors-by systematically making the latest global knowledge available to them to respond more effectively to development challenges. To advance knowledge for impact, the World Bank's practice groups have been organized into five vertical vice presidencies: Prosperity, Planet, People, Infrastructure and Digital. In addition, three new departments have been created to enhance coordination, integration, and outcome orientation across the WBG:
1) The Knowledge and Learning Department will manage the flow of the latest technical knowledge, provide countries with experimental insights, and foster an exchange of information, enabling clients to build on success and enhance their learning. It will also oversee the newly created World Bank Group Academy focused on client knowledge and a new Talent Board for the Knowledge Management and Learning (KML) staff, and coordinate the work of this technical stream across the institution.
2) The Innovation Department will harness the power of innovation, cutting-edge technologies and knowledge management to help clients address complex development challenges. The department will foster innovation, encourage experimentation, and promote the effective testing and scaling of ideas to deliver solutions to clients and partners and accelerate progress towards the sustainable development goals.
3) The Outcomes Department will integrate the work of the five verticals across the WBG in specific cross cutting thematic areas, including jobs, climate, gender, youth and private capital mobilization. This department will be responsible for generating metrics, aggregating results, integrating knowledge and technology into outcome measurement processes, and monitoring in real-time how and where we are driving development outcomes, and where we need to place greater focus and additional resources.
ECR is seeking a seasoned communications professional to work with the directors for Innovation and Outcomes on shaping, implementing, and promoting the agenda of these units The selected candidate will work to enhance the visibility of the units and help establish and nurture an innovative ecosystem within the WBG, as well as foster collaboration and learning among staff, external partners and stakeholders as well as support the coordination and collaboration inside the WBG and with external partners on outcome metrics.
Responsibilities for the Senior External Affairs Officer for Innovations and Outcomes:
Design, develop and execute a communications strategy that supports the business, working closely with department management. Proactively provide timely advice on strategic communications opportunities and potential reputational risks.
Prepare and/or oversee the preparation of communication products that reinforce our Innovation and Outcomes agendas, including but not limited to briefings, op-eds, blogs, sr. mgmt. briefs/talking points; as well as initiating/supporting the organization of key initiatives, events, and campaigns.
Lead on all external communication and outreach; develop stakeholder engagement plans and identify partners for collaboration in Innovation and Outcomes, including but not limited to academic institutions, research organizations, private sector entities, civil society organizations, think tanks, foundations, other MDBs, the IMF, and other key partners.
Lead on staff events and other internal engagements, identifying and collaborating with internal stakeholders to position the Innovation and Outcomes agendas internally.
Ensure that the work the WBG is doing on Innovations and Outcomes is effectively communicated and promoted to clients and partners.
Selection Criteria
The successful candidate should have a track record as problem-solver, with strong interpersonal skills and a 'can-do' attitude. He/she will be skilled at adapting to changing priorities and handling diverse tasks, from high-level strategy to hands-on support. He/she should be an enthusiastic self-starter who thrives in a start-up-like environment, bringing entrepreneurial spirit and creative ideas.
A master's degree in relevant field with a minimum of 8 years of relevant experience.
Experience working with senior management, meeting multiple and changing deadlines, and delivering high quality strategic advice and communications products.
High degree of motivation, leadership, initiative, flexibility, reliability, and responsiveness to changing demands; capacity for effective multitasking, with a demonstrated ability to be an independent starter with minimal supervision, and a high capacity to persevere for results.
Experience with online/digital communications tools and tactics, and the ability integrate them into the broad communication strategy.
Demonstrated initiative and drive for results including the ability to undertake a diversity of tasks within a rapidly changing and demanding environment on short deadlines.
Experience with managing reputational risks and issues, messaging, stakeholder engagement, and media engagement.
Excellent English language skills and proficiency to write and edit complex communications products in accessible ways for a range of audiences.
Exhibits a proactive, problem-solving attitude with a strong "can-do" approach.
Displays strong interpersonal skills including active listening and effective communication.
Shows willingness to pivot and adapt to changing circumstances and priorities.
Open to taking on various tasks, from high-level strategic work to hands-on technical.
Able to identify when to leverage specialized resources within the organization to support specific needs.
Good team player and collaborator.
