Manager, Institutional Analysis

Start Date: As Soon As Possible

Salary Range: $80,826.48 to $109,353.48

Location: 7 Fultz Campus

Monday to Friday, 8:30 am to 4:30 pm (35 hours/week)

Reporting to the Senior Manager, Centre for Learning, Innovation and Institutional Effectiveness (CLIIE), the Manager, Institutional Analysis (IA) is responsible for leading the college's institutional research and data analysis functions. As MITT's institutional data trustee and primary expert on data governance and management, the incumbent provides leadership on data governance initiatives and collaborates closely with stakeholders across the institution. This role supports data-informed decision-making by providing insights into student outcomes, program effectiveness, and institutional performance. The Manager, IA will oversee the collection, analysis, and reporting of data to internal stakeholders and external agencies, ensuring compliance with provincial and federal regulations. This role plays a pivotal part in advancing key college initiatives, including Enterprise Resource Planning (ERP), Annual Academic Program Reviews, and the Enhanced Student Experience Plan (ESEP). The manager promotes data literacy and data-based decision-making, evaluating and advising senior leadership on growth opportunities and expertise needed to advance MITT's strategic priorities.

Responsibilities include but are not limited to:

Leadership and Strategic Development
  • Cultivate and maintain an external and internal network of contacts to gain insights into data, analytics and research trends and best practices within post-secondary education provincially, nationally, and internationally.
  • Establish department goals, targets, and strategies with the overall goal of continuous improvement across MITT. Communicates these objectives to staff.
  • Advise senior management on matters associated with enterprise risk management.
  • Support the development, implementation and evaluation of MITT's strategic, academic, and enhanced student experience plans.
  • Collaborate closely with data stewards across the college to enhance data collection, governance, storage and security, and to identify opportunities for improved service.
  • Provide leadership in ensuring strong and productive working relationships between CLIIE and other units across MITT.
  • Lead, manage and supervise personnel and complete all administrative functions for staff (i.e., talent management; performance management, which includes annual reviews/discipline; training and professional development; and time management).
  • Perform other related duties in support of MITT's strategic and operational objectives as directed by the Senior Manager, CLIIE.

Data Governance and Systems Management
  • Develop data governance and data quality assurance frameworks and associated tools, policies, procedures and business processes to ensure data integrity and security.
  • Chair MITT's cross-departmental Data Governance Committee, which is responsible for establishing and evaluating institutional performance metrics related to data governance and quality frameworks, approving recommended modifications to data architecture, processes, and standards within MITT's systems, and collaboratively addressing institution-wide data governance challenges.
  • In collaboration with Application Management Services, managing institutional research tools and systems, and reporting.

Data Collection, Infrastructure, Analysis, Reporting and Compliance
  • Develop and implement a comprehensive institutional reporting framework to meet internal and external analytical reporting requirements.
  • Provide data stewards across MITT to oversee the collection, storage, security, and maintenance of accurate institutional data.
  • Lead and oversee data analyses to support strategic planning, program evaluation, and policy development.
  • Prepare and approve reports for internal stakeholders, government agencies, and accrediting bodies.
  • Communicate complex data concepts to non-technical colleagues; data definitions.
  • Ensure compliance with reporting requirements of senior levels of government, including submissions to Provincial Ministries, Statistics Canada, IRCC, and other entities as required.
  • Participate in internal and external data and reporting committees as MITT's data and reporting lead (i.e. Manitoba Post-Secondary Data Committee, MB Student Level Data Committee
  • Collaborate with Senior Manager, CLIIE and other departments on internal budgeting and financial reporting processes.

Survey Design and Administration
  • Design and oversee the administration of surveys to collect data on student satisfaction, engagement, and post-graduation outcomes and course and program completion surveys.
  • Oversee the analysis of survey results and present findings to senior management to inform decision-making.
  • Develop accurate graphs, reports, dashboards and presentations to convey complex information in an understandable and compelling manner.

Institutional Effectiveness, Quality Assurance, and Assessment
  • Collaborate with academic and administrative departments to assess program outcomes and institutional effectiveness for continuous improvement.
  • Provide data and support for accreditation and quality assurance processes. Provide support to enrolment planning and forecasting initiatives in relation to both short- and long-range planning efforts, revenue projections and resource allocation decisions.


Required Qualifications and Experience:

A combination of related education and experience may be considered.
  • Bachelor's degree in Data Analytics, Statistics, Mathematics, Business Administration, Education, or a related field.
  • Minimum 5 years of experience in institutional research, data analysis, or a related area.
  • Three (3) years of management experience leading employees and interacting with senior administrators.
  • Proficiency in data analysis techniques, tools (e.g., Excel, SPSS, Power BI), and reporting.
  • Proficiency with survey software (e.g., Watermark, Qualtrics, Explorance).
  • Extensive knowledge of SQL and SQL server tools.
  • Extensive knowledge in database design and implementation.
  • Familiarity with relational and dimensional data modelling.


Preferred Qualifications and Experience:
  • Master's degree or Post Graduate credential in a relevant field.
  • Project Management Certification an asset.
  • Experience with post-secondary enterprise systems (e.g. finance, payroll, human resources, student information systems) and associated databases, data fields, data standards, data integrations and data governance.
  • Knowledge of post-secondary policies, procedures and processes.
  • Strong knowledge of provincial and federal reporting requirements for educational organizations.
