ECS is seeking an Associate Director to work in our Arlington, VA office.
ECS Federal is seeking a Customer Engagement (CE) Technical Program Manager to join the US Department of Homeland Security's Enterprise Cloud Team (DEC). Ideal candidates should have 10+ years' experience being directly engaged with senior-level Federal decision makers, ability to work/manage/coordinate across teams (Engineering, Finance, IT Operations, etc.) and lead Cloud optimization efforts and projects for both current and future-state tenants hosted in DEC (DHS Enterprise Cloud). Candidates should also be familiar with concepts such as the AWS and Azure Cloud Well Architected Frameworks, Federal Cloud Policies, Governance and Lifecycle Management.
Customer Engagement Team Background: This team supports DHS Headquarters Front Office/OCIO objectives to modernize enterprise cloud IT systems and support system migrations to cloud services hosted in Federal AWS and Azure Cloud Service Provider infrastructures. Candidate should have working knowledge of Cloud technologies (AWS, Azure), DevOps, automation, and software development. Ideal candidate is a critical thinker and perpetual learner and capable of applying technical and functional expertise to lead the strategic direction, design, and modernization of enterprise cloud service offerings. Candidate must be able to adapt to DHS component and HQ customer organizations, processes, mission priorities and technology objectives. Candidate should be comfortable working across technical and non-technical problem sets inclusive of legacy systems architectures (on-premise, data center or similar). Candidate should understand the cost factors of cloud-based infrastructure, licensing models and platforms. Candidate should possess the ability to assess financial impact of cloud migration while working directly with a financial analyst team.
In addition, candidate should:
Maintain responsibility for the delivery of work products and contractual deliverables
Apply advanced subject matter knowledge to complex cloud technology issues
Provide recommendations, assessments, planning, deployment, configuring, systems integration, troubleshooting, problem resolution, and operations and maintenance of systems operating in the cloud
Support requirements elicitation and analysis, business case development, analysis of alternatives, and the development of recommendations for cloud migration, platform optimization, and capacity management
Collaborate with platform engineers and system business owners to architect solutions and develop supporting Statements of Work defining scope, approach and estimated work effort to support successful delivery
Perform assessments, baseline cost estimates and develop action plans and roadmaps for Federal clients to close their technical, financial, pre- and post- cloud migration gaps
Collaborate with platform engineers and system business owners to architect solutions and develop/define scope, approach and estimated work effort to support successful delivery
Collaborating with Federal customers and Fed/contractor technical, financial and policy SMEs to drive Enterprise Cloud requirements
Maintaining a healthy team atmosphere both with the direct delivery team, and with the extended customer teams
Demonstrates a strong understanding of the design, operation, and challenges encountered when building/managing a workload in the cloud (Azure/AWS)
Identifying and coordinating cross-team dependencies (Engineering, Security, Governance, Policy, IT OPS, ESOC, etc.)
Working with project management, development teams, and other departments to actively remove obstacles blocking progress and ensure deliverables are provided in a timely manner
Provide technical mentorship and leadership to grow technical staff of the team
Must be a US Citizen per contract.
Must be able to obtain a Public Trust Clearance
10+ years of experience in technical product/program management
5+ years of IT experience with a focus in leading systems integration, system migrations, or service management / IT operations
Ability to communicate effectively with both technical and non-technical audiences
Certifications in one or more cloud computing platforms (Azure, AWS, etc.) (or experience working with Cloud platforms)
Hands on experience in Cloud based infrastructure AWS or Azure
Experience with Agile development methodologies
Strong critical and analytical thinking and research skills
Experience leading the design and improvement of system architectures
Support leading of a contract through deliverables, strategy, and execution
Creation of white papers, leading RFI, leading recompetes, and support RFP for new work
Owning customer relationship and success of contract
Fostering strong relationships with team members and direct reports.
