GENERAL DESCRIPTION:

Reports directly to the Director of the Department of Environmental Quality (DEQ) and acts as a delegate in areas relating to agency representation. This is an At-Will position and is appointed by the director.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Represent the agency in assigned intergovernmental and intragovernmental initiatives and public processes, utilizing persuasive communication to justify actions and decisions while fostering understanding and support.
  • Assists permit and license applicants in navigating and completing the permitting or licensing process of the agency.
  • Serve on a variety of committees that develop policy positions governing the environment.
  • Reviews and drafts comments related to federal rules, policies, and other actions.
  • Assists the Director in developing overall policy guidance and program management direction to support the Missions and Values.
  • Advises the Director on technical and legal matters as needed.
  • Coordinates Agency responses to Federal actions that have the potential to impact the Wyoming environment.
  • Participates on the Department management team.
  • Establishes and recommends the Director's department objectives after evaluating constituent interests and regulatory, social, and budgetary constraints.
  • Reviews the work product generated by staff to ensure statewide consistency and makes decisions requiring independent judgment regarding compliance with relevant standards.
  • Responsible for special projects and non-routine tasks as assigned by the Director.
  • Coordinates and partners with other DEQ divisions and other state and federal agencies.


Qualifications

PREFERENCES:

Preference will be given to those with ten (10) years of experience in either governmental or private business.
Preference will be given to those with a least four (4) years of related environmental experience.
Preference will be given to those with an advanced degree in engineering, environmental science, law, or a related field of study.

KNOWLEDGE:

  • Skills in interpersonal, written, and verbal communications; personnel management and employee relations; negotiation and mediation skills; map and drawing reading; decision making; public speaking and fiscal management.
  • Ability to develop collaborative relationships to facilitate the accomplishment of work goals and to build strategic relationships among people, work groups, and divisions; deal with others in difficult and complex situations to achieve resolution or adherence to laws and/or rules and regulations; present and convey information clearly and concisely to groups or individuals verbally, electronically and in writing to ensure they understand the information.
  • Knowledge of agency goals and values, evaluation and goal setting, coaching, and management techniques.
  • Knowledge of industrial, land, energy, fuel, air, water, mining and pollution issues.
  • Skills in interpersonal relations and adversarial situations.
  • Skills in dealing with elected officials at the local, county, state, and federal levels.
  • Skills in management techniques and in planning and promoting cooperation.
  • Ability to receive broad instructions and develop program plans to achieve objectives and policies.
  • Ability to recognize competing demands and coordinate program activities with others to achieve public policy goals.
