Position Summary: The Director of the Overtown Choice Neighborhood Implementation (CNI) Program is a critical role responsible for developing and overseeing the implementation of the People Plan (service plan) for the Overtown (Culmer) CNI Grant. This role is crucial in ensuring that the program achieves its goals by developing and implementing strategies that will improve the lives of low-moderate income residents. It requires a strong understanding of community development and social services delivery. The ideal candidate will be a detail-oriented, organized individual and strategic thinker with strong leadership and communication skills.

The Program Director will work to support frontline staff and partners as they meet with residents to provide housing relocation support, case planning, connections to programming/ mainstream resources, and housing stability. This position will collaborate with the program team, property manager, and community stakeholders to identify appropriate strategies and interventions to ensure families are stable and thriving.

Case management and supervision responsibilities begin at this level. Decision making, problem solving, autonomy, and advanced interpersonal skills are critical. This position requires a high level of social work skills, practice, and knowledge.

Qualifications Required:

Education: Master's degree in human services or related field

Language Proficiency: Proficient in oral and written English.

Experience: Five(5) years' experience working with low-income individuals or families or equivalent combination of experience and training that provides the required knowledge and skills.

Skills:
  • Bilingual preferred (English and Spanish/Creole).
  • Excellent skills in the areas of organization, communication, interpersonal relationship building, and self-directed approach to work.
  • Must retain all data collected in a confidential manner. Ability to present confidential information and recommendations effectively in oral and written form.
  • Must be familiar with common social services assessment modalities such as Individual Service Plans (ISPs)/Individualized Development Plans (IDPs), Family Development Plans (FDPs), and Resident Needs Assessments, and be able to conduct these assessments if necessary.
  • Ability to establish and maintain effective working relationships with co-workers, consultants, contractors, HUD, local, state, federal officials; ability to communicate with people from a broad range of socio-economic backgrounds.
  • Must be comfortable and effective in facilitating group processes such as case conferences and meetings with the community, residents and partners.
  • Proficiency in computer applications (Word, Excel, and other data collection programs).
  • Communication Skills: Strong oral and written communication abilities.
  • Background Checks: Successful completion of toxicology test and L2 background screening.
  • Driver's License: Valid FL Driver License with a clean driving record.
  • Cultural Sensitivity: Awareness of the social, psychological, and healthcare needs of vulnerable populations.
  • Productivity Under Pressure: Demonstrates high productivity while maintaining calmness under pressure.
  • Independence: Ability to work independently and collaboratively with multidisciplinary teams.

Program Implementation
  • Under the supervision of the SVP of Programs to finalize the development and implementation of the People Plan (workplan)
  • Expand continuum of cohesive support services (health + wellness, education, and workforce + financial management) for residents.
  • Provide, either directly or by referral to other agencies, planned and crisis response services to meet the needs of the household including concrete supports, interventions to reduce stress and mitigate trauma histories.
  • Ensure provision of problem solving and crisis intervention services to empower clients to develop self-sufficiency.
  • Work in collaboration with the Property Manager, maintenance, people plan team members and community partners to serve tenants and meet identified needs; specifically, as it refers to housing stability and relocation.
  • Evaluate efficiency and effectiveness of community service providers on an ongoing basis to ensure clients are receiving quality care.

Outreach and Communication
  • Develop a plan and provide ongoing outreach and marketing to maximize the visibility of existing programs.
  • Outreach and frequent ongoing collaboration with identified community partners is essential. The PD will ensure that the community is kept informed of program activities and will facilitate ongoing dialogue on the People Plan goals and objectives.
  • Work closely with local agencies, organizations, and the community to ensure understanding of specific. resident needs, service gaps, and to coordinate and/or develop additional services.
  • Initiate/ attend partner meetings to case conference specific resident needs, identifying referral options and program/ service gaps.
  • Identify, refer, and regularly check in on warm hand-offs made to community partners.

Team Leadership and Development:
  • Oversee and supervise the People Plan program team as well as contracted community partners.
  • Lead case coordination meetings with the case management team to review complex cases within the site caseload and to ensure residents are receiving needed supportive services to progress toward their goals.
  • Identify training needs and ensure delivery of any training related to effective program delivery.
  • Provide ongoing support and guidance to staff to ensure program compliance.
  • Foster a culture of quality service delivery to promote positive program outcomes.
  • Provide leadership, coaching, and mentoring to team.
  • Ensure safety and security measures are followed.
  • Develop and implement corrective action plans to address performance issues.
  • Performs other program related duties as assigned.


Compliance and Reporting
  • Monitor and report out on resident outcomes; ability to analyze and interpret data, and to brainstorm program design based on resident-driven and data-driven rationale.
  • Lead preparation of required program reports and respond to report requests from executive leadership.
  • Ensure compliance with HUD regulations and program requirements.

Fiscal Management
  • Review and approve program expenditures (within parameters of agency fiscal approval policies)
  • Monitoring of program expenditures


Work Environment: The noise level may range from low to moderate. Work is completed in client homes, on-site at property locations, in the community, and other non-traditional settings. Some travel is required.

Physical Requirements: The physical requirements for the position include the ability to sit, stand, walk, lift, carry items under 25 lbs., kneel, push, and pull, bend or stoop, climb, reach, crawl, or crouch, and perform repetitive motions.
