Business analysis is critical to our team's success in ensuring that we meet and exceed our business partner's complex IT project needs.

This full-time permanent position is headquartered at the Hill Farms State Office Building on the near west side of Madison, Wisconsin and allows the option to work remotely up to 5 days per week. All employees are expected to work within the State of Wisconsin. This position will be required to come into the office for training, meetings and/or operational needs. Position Summary

Who are we looking for?

We are looking for an experienced IT Business Analyst to: Function as a Business Analyst within the Bureau Information Technology Services Department Transportation Investment Management (BITS DTIM) unit and play an instrumental role in bridging business and IT teams.

Responsibilities include analysis of complex IT issues, and decisions in a business context; it requires knowledge and expertise in business process analysis, information systems, and state-of-the-art information technology in business areas.

This position works closely with Bureau Information Technology, Geospatial Information Systems, and many hosted applications. The Business Analyst will be engaging with Wisconsin Department of Transportation and others outside the organization. Building business partner relationships between the business units and IT are critical functions of this position. Primary duties include business analysis for highly complex application development and modernization projects/initiatives. Solution platforms include web, mobile, geographic information systems, cloud, and software as a service. Primary duties include but are not limited to analyzing business needs, preparing business requirements documents and specifications, testing, and implementing solutions into production.

In this role, you will also be expected to:
  • Perform business analyst activities associated with IT projects.
  • Use various methods to capture and document business requirements through interviews and meetings with subject matter experts.
  • Support business strategy in collaboration with management and stakeholders.
  • Collaborate with a wide range of business areas, stakeholders, IT staff, and third-party software vendors to support initiatives and increase efficiencies, crossing multiple technical environments.
  • Provide excellent customer service, consulting, and technical support services.

Salary Information

This position is in schedule-range (07-33) with an annual salary of $74,880 - $104,000 (or $36 - $50 per hour), plus excellent benefits . A twelve-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications

Qualified applicants must detail having experience in all the following in order to be considered:
  • Performing business and systems analysis including capturing requirements and user story development.
  • Using JIRA, SharePoint, and at least one IT service management tool
  • Using more than one of the following project methodologies (Waterfall, Scrum, Agile and/or Kanban)

In addition to having all the above, well qualified applicants will also detail having experience with one or more of the following:
  • Coordinating and performing quality assurance (e.g. writing test plans and scenarios, testing data, system/functional testing, integration testing, user acceptance testing, analyzing test results, etc.).
  • Documenting requirements (wireframing/mockups, business requirements, system requirements, process modeling, use case development, etc.)
  • Utilizing ESRI GIS, Oracle, server and cloud hosted solutions, AWS Cloud, and/or access management to assist customers in application development.
