Key Requirements

Major Duties
  • The Applied Linguist will work in the Foreign Language Training Program (FLTP), Language Quality and Training Unit (LQTU), Language Services Section (LSS), Directorate of Intelligence (DI). The FLTP supports critical operations by providing training to FBI personnel who require proficiency in a foreign language. FBI personnel with language skills contribute to the FBI's national security mission by facilitating communication and rapport building with local communities, foreign nationals, and international allies.
  • Serves as an expert and authoritative consultant in foreign language acquisition, language-related training, and teaching theory and methods. Performs specialized and complex research projects to develop and improve training approaches and educational materials in support of the FBI's Foreign Language Program objectives. Performs a full range of duties connected with analyzing, designing, developing, reviewing, and evaluating course instruction, course materials, and developmental tools.
  • Manages training programs to include developing training curricula, instructional guides, lesson plans, learning objectives, informal assessments, guided activities that apply to real world and current scenarios, visual aids, PowerPoints, and other educational materials to increase the skills of personnel within the FBI. Oversees daily program activities to execute and advance training programs, operations, processes, and procedures while complying with relevant policies, regulations, and guidelines.
  • Provides training to personnel to include foreign language skill development and maintenance, cultural expertise, and professional development for FBI language instructors. Assesses and evaluates student progress, as well as instructor performance, during training. Conducts needs assessments and monitors and assesses student/instructor needs in order to enhance and modify content, identify performance gaps, and forecast language training needs in the FBI.
  • Coordinates training programs and resources; conducts research; uses appropriate training program management tools; achieves goals and objectives while adhering to the constraints of scope, time, and budget. Gathers and analyzes training data related to training programs' effectiveness and efficiency in achieving objectives. Establishes criteria and develops new training program evaluation approaches. Designs and conducts comprehensive studies and surveys. Performs qualitative and quantitative evaluations; visually represents data, patterns, and significance of findings; develops logical, clear, and well-documented recommendations and conclusions.
  • Reviews linguistic and educational publications and other literature for reports of advances, developments, and improvements relevant to the Foreign Language Program. Acts in a consultative capacity, conferring with Bureau personnel regarding language matters pertinent to area of responsibility.
  • Maintains liaison and professional contact with the government and academic language community as well as with professional associations or private institutions within the language field. Participates in linguistic and educational conferences and serves on boards and committees pertaining to the field of language research or related disciplines

Positive Education Requirement

  • Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

  • Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.
    Specialized Experience (SE):
    GS 13: Applicant must possess at least one (1) year of specialized experience equivalent to the GS 12 grade level. SE is defined as follows:
    • Identified, analyzed, and assembled pertinent information into finished reports to make recommendations to management
    • Designed course materials and developmental tools related to translation, interpretation, cultural expertise and education and/or training
    • Evaluated training program materials, methods and use of technology in order to make improvements
    • Managed resource allocation and project requirements
    • Provided advice and guidance as a subject matter expert
    Education
    Education may not be substituted for SE at this grade level, however all applicants must meet the positive education requirements for this position.

    • Relocation expenses will be borne by the selectee, except FBI employees returning from LEGAT assignment. Employees returning from LEGAT assignments must advise the Staffing and Administrative Unit / International Operations Division of their application for this position.

    • Candidates receiving a transfer of physical location, whether at the expense of the FBI or not, will be required to complete a one year commitment to the assignment, prior to moving to a new position at the FBI. The 12-month waiting period begins the day an employee reports for duty at the new location.
    • Employees selected for promotions at the GS-12 level or higher, as well as employees selected for positions where a transfer of location is required, will be processed through the name check program prior to being notified of their selection.
    • Memorandum for Record: Work performed outside assigned duties (that would not normally be documented on a SF-50, i. e., back-up duties), has to be documented in detail by an immediate supervisor in order to receive full credit for amount of time worked in that position. If no documentation is furnished no credit will be given for time worked in that position. The following notations must be specified in the documentation (Memorandum for Record):
