Infrastructure Vice Presidency

Globally, one billion people live more than 2 kilometers from all-weather roads, 685 million people lack electricity, and nearly 4 billion people lack internet access. Access to basic infrastructure services is critical for creating economic opportunities for the poor. The Infrastructure (INF) Vice Presidency within the World Bank is charged with developing sustainable solutions to help close infrastructure gaps in developing and emerging economies. It currently consists of four global departments: Energy & Extractives (EEX); Transport (TRA); Urban, Resilience and Land (URL), and Global Infrastructure Finance Department. It oversees the Bank's work across energy and transport sectors, urban development, as well as efforts to promote energy transition, low-carbon transportation, livable cities, disaster risk resilience, land management, and quality infrastructure services through public-private partnerships. The Energy Sector Management Assistance Program (ESMAP) is a global knowledge and technical assistance program administered by the World Bank and supported by over 20 partners. Its mission is to ensure universal access to affordable, reliable, and modern energy services by 2030, accelerating transition toward a sustainable, just and decarbonized energy system, and ensuring resilience of the energy sector to adapt to the impacts of climate change and other shocks. Since its inception in 1983, ESMAP has supported more than 800 energy sector activities that promote poverty reduction, economic growth and low carbon development in over 100 countries.

ESMAP's Electricity Access Program supports the vast majority of World Bank lending operations in the energy access space. Namely, ESMAP supports comprehensive electrification approaches, driven by national electrification strategies and least-cost plans, integrating grid, mini grid and off-grid technologies (and building synergies with clean cooking where possible), while also increasingly providing support for electrification of public institutions, fostering productive uses and integrating approaches to reach the poor and vulnerable, including displaced people and host communities (where relevant), while enhancing gender equality goals.

Job Duties and Responsibilities:

The main tasks to be undertaken by the Consultant, in support of the World Bank team, are described below:

Operational support to lending operations with a focus Fragile, Conflict & Violence (FCV) countries
Independently lead the design and implementation of project components related to electrification of public institutions with the support of external consultants. This includes guiding technical design and specifications, design financial models, draft Project Appraisal Documents (PADs), other operational documents needed for Board Approval or implementation of Projects, with a focus on FCV countries.
Lead the design of public institution electrification components for a regional multi-phase programmatic approach in FCV countries in West Africa such as Chad, Niger, Nigeria, and others.
Serve as a team leader for public institutions electrification work in project activities, supervising deliverables of internal and external consultants.
Review and advise on technical specifications for solar photovoltaic (PV) bids related to public institutions, including on waste management of PV systems.
Lead engagement of project teams and government clients in new project work related to the electrification of public institutions.
Lead engagement with private sector companies, government agencies and other stakeholders to seek feedback on design of projects and incorporation that feedback.
Coordinate and participate in missions with task team, country counterparts, and consultants.
Support day-to-day correspondence with clients, the World Bank's country management units (CMUs), and consultants.
Prepare mission materials and aide memoires and back to office reports.
Support task team leaders (TTLs) in preparation and implementation of further off-grid energy access components of projects as needed.

Knowledge Products and Partnership Building
Coordinate, supervise, finalize and disseminate key Knowledge Products that include the Solar Off-Grid E-Waste Toolkit and the 2024 Market Trends Report. For mentioned Knowledge Products, the consultant will supervise the procurement process, coordinate relevant stakeholders involved in the activity, collect feedback as needed, ensure that the feedback is reflected in the finalized version of the Knowledge Products, and coordinate the dissemination events among key partners.
Lead the development of further Knowledge Products related to the electrification of public institutions.
Author blogs and livewires and organize BBLs and similar events on topics related to off-grid energy access and the electrification of public institutions.
Drive participation with other organizations such as UN agencies in topics related to off-grid energy access and the electrification of public institutions.
Review reports and providing peer review comments.
Participate and speak in conferences related to off-grid energy access especially the topic of electrification of public institutions.

Coordinate ESMAP energy access activities
Assist the ESMAP TTLs with coordinating and supervising activities within the energy access program, including by facilitating grant requests and modifications, providing administrative support to streamline the grant process and supervision, participating in peer reviews, arranging and coordinating team meetings.
Supervise junior consultants with their activities.
Support TTLs in donor-related activities, including fundraising and partnership building.

Selection Criteria

The selected candidate will possess the following:
Master's degree in economics, energy policy, international relations, or related field, and a minimum of 5 years of experience in a relevant field, or equivalent combination of education and experience.
5 years of work experience on energy, development and related fields, including energy access, policy analysis, research assistance and project assistance.
Demonstrated knowledge of energy access issues and challenges.
Prior experience working with donor programs to implement energy access projects, and/or other program or project management experience.
Close familiarity with the World Bank project cycle and operations, procedures and policies.
Quantitative and qualitative research skills including the ability to manipulate data and present results in a way that is useful to help senior managers make decisions.
Excellent English writing skills and proven ability to write compelling documents based on complex ideas; working level command of Spanish and French. Additional languages are highly desirable.
Excellent oral and written communication skills, with the ability to produce clear and concise deliverables; prior experience working on reports, policy and research documents is a plus.
A track record of teamwork across sectors and units, and ability to create high-quality outputs with minimal supervision.
High level of energy, initiative and flexibility in quickly adjusting to changing work program requirements.
