Job Summary:
This position will ensure that all processes associated with the project management are followed by scheduling, coordinating, planning and monitoring the execution phase of the work associated with the Distribution, Substation, Telecom, Vegetation, and Transmission programs.

Job Description:
  • Ensures all processes associated with project management are vigorously followed.
  • Manages scope, schedule, and budget for strategic high profile, complex organizational projects and programs following best management practices.
  • Executes work process that optimizes resources and to allows for loaded workloads with minimum impact to the schedule, addresses operational priorities, and ensures alignment with financial, customer, reliability, safety and performance goals.
  • Ensures that work within the week is assigned to the appropriate team and bundled properly and revise schedules to recover from emergent events.
  • Coordinates execution week completion of several multi-disciplined tasks associated with preventative, system performance, public improvement, projects, capacity expansion, etc.
  • Ensures work tasks are planned, and contingencies removed to ensure all key performance measures can be attained.
  • Determines baseline manpower and project funding resource requirements and recommend resource decisions balancing both operational requirements and financial implications.
  • Manages the workload within the monthly forecast and weekly schedules to ensure plans are completed as outlined in LTIP.
  • Develops work plans to implement corrective actions that are identified as a result of performance assessment.
  • Develops, manages, and evaluates high profile, complex projects/programs/initiatives involving multiple organizations from planning to post implementation phases as required.
  • Develops performance metrics in support of business objectives.
  • Tracks and reports progress on work schedules through key performance indicators.
  • Supports the execution phase of FEMA funded projects as they become obligated and ensure the necessary scopes of work and program documents required are received by construction.
  • Monitors programs execution in accordance to the Long-Term Incentive Plan ( LTIP) and planning associated as part of our Programs for the 1-year, 3-years and the 5-year plans.
  • Applies a consistent model to drive resource sharing and provides decision-making and accountability for proper resource shifts. May establish the scope and monitor the performance of the work plan. Drives the management of regional backlogs, maintaining a balance between preventative, and elective maintenance work completion for effective continuous material condition improvements.
  • Works with the field organization to complete programs in a timely manner and in compliance with company standards and regulatory requirements.
  • Follows all policies and procedures.
  • Other duties as assigned.
  • Performs major storm restoration work and associated drills as assigned


Additional Job Description:

EDUCATION AND EXPERIENCE:
  • Bachelor's degree in Business, Project Management or related field from an accredited college or university.
  • Minimum 6 years of experience in project management preferably in an Electrical Utility Environment or an equivalent combination of education and experience.
  • Experience managing programs larger than $100M on a yearly basis.
  • Proven experience applying sound judgment to make decisions.
  • Previous experience working in Substation, Distribution, and/or Transmission is preferred.
  • Proficiency and experience in Word, Excel, PowerPoint, Access, MS-Project, Asset Suite.
  • Previous experience working in Substation, Telecom, Distribution, and/or Transmission is preferred.
  • Experience in Earned Value Management (EVM) as part of Project Management roles
  • Proven ability to manage and resolve conflict.
  • Strong interpersonal and relationship development skills.
  • Strong verbal and written communication skills.
  • Proven leadership skills & ability to nurture/coach professionals & field employees.
  • Experience in a utility & regulated environment is preferred.
  • Demonstrated ability to lead a cross-functional team. Demonstrated ability to build consensus, establish trust, meet critical deadlines, communicate effectively, and foster culture change.
  • Demonstrated business acumen and ability to create value with advanced problem solving, financial/analytical, performance management, negotiation, and conflict management skills.
  • Fluent in English and Spanish (being able to read, speak, and write).


LICENSES / CERTIFICATIONS:
  • A valid driver's license is required.
  • Project management Professional (PMP) or Engineering License or Trainee Engineer's Certificate issued by the Puerto Rico Examining Board for Engineers, Architects, Surveyors and Landscape Architects is preferred.
  • Be a member of the Puerto Rico Association of Engineers and Surveyors and/or the Project Management Institute (PMI) is preferred.
