$90,000 - $110,000 annually, based on experience, certification, and qualifications

Riggs Community Health Center is a 501(c)(3), Federally Qualified Health Center (FQHC), and Patient-Centered Medical Home (PCMH) dedicated to providing high-quality, affordable health care services to underserved populations in Lafayette, Indiana, and the surrounding areas. With a staff of over 180 team members across 5 locations, Riggs serves as a vital resource for community health, offering services in primary-care and specialty medical, dental, behavioral health, and enabling services to ensure whole-person care. GENERAL OVERVIEW:
As a key member of the senior leadership team, the Director of Human Resources provides strategic leadership and direct guidance to our Board of Trustees, Executives, Directors, and Management team members to position Riggs Community Health Center as an "employer of choice." The Director of Human Resources leads efforts in attracting, developing, and retaining top talent while overseeing the implementation of human resources and total compensation, policies & procedures, compliance, and employee engagement initiatives.
The role focuses primarily on developing and managing programs in talent acquisition, employee relations, compensation, benefits, and organizational culture. The Director of Human Resources ensures legal compliance and fosters a culture of diversity, equity, inclusion, and excellence. They will also serve as a key advisor, reporting to the CEO routinely on human resources matters.

PREFERRED CRITERIA FOR CANDIDATES:
- Education & Certifications:
- Bachelor's degree in Human Resources, Business Administration, or a related field required; Master's degree preferred.
- SPHR or SHRM-CP certification highly desirable.
- Experience & Background:
- Minimum of 5 years of progressive HR management experience, preferably in health care, FQHC, or a non-profit setting.
- Strong knowledge of federal and Indiana labor laws, industry trends, and best practices.
- Proficiency with HRIS platforms, talent management systems, and online recruitment tools. ADP Workforce Now experience or certification preferred.
- Proven ability to lead in a dynamic, mission-driven environment and connect with individuals at all organizational levels.
KEY FOCUS AREAS:
- Lead talent management processes, ensuring alignment with Riggs' mission and strategic goals.
- Oversee day-to-day HR functions, including benefits administration, time & attendance, compensation strategies, and compliance.
- Develop and facilitate training programs, including leadership development initiatives.
- Serve as a strategic partner to leadership, offering insights to enhance organizational culture and operational success.
- Foster employee engagement and inclusion through actionable strategies informed by regular staff surveys.

Essential Duties:
- Assists with employment of total clinic staff
- Initiates and maintains personnel policies and procedures
- Reviews and updates employee handbook
- Recruits, hires, and orientates all staff
- Prepares all recruitment advertisements and conducts candidate interviews
- Conducts pre-screening checks for new applicants
- Conducts administrative orientation of new employees
- Verifies I-9 documentation and maintains accurate I-9 information
- Initiates, documents, maintains, and controls all personnel records
- Assists with maintaining Affirmative Action Program including maintaining records, reports, and logs pertaining to applicant flow processes
- Participates in benefit plan administration including: benefit enrollments, terminations, benefit statement reconciliations, and COBRA administration
- Processes and documents requests for FMLA
- Collaborates with management on personnel matters
- Creates and maintains job descriptions that demonstrate a chain of responsibility for patient and family care services, reflecting the mission, vision and values of the clinic
- Creates annual staffing plans
- Performs initial credentialing and re-credentialing for all Providers
- Prepares salary surveys and comparison studies
- Implements a control system for performance management
- Assists in implementing grievance procedures when necessary
- Manages workers compensation reports, claims and benefits
- Administrator of employee health care plan(s) and 401(k) retirement plan
- Assists with tracking the annual performance appraisal process
- Collects, assimilates, and interprets personnel data for annual agency certification by regulatory bodies, any accreditation reports and funders
- Processes employee terminations and conducts exit interviews
- Assists with organizational training and development efforts
- Current knowledge of wage and labor laws and regulations to include OSHA, ADA, ACA, and EEO
- Reviews employee benefits on annual basis
- Works with Board Personnel Committee to recommend changes
- Attends appropriate meetings both internal and external to organization
