California University of Science and Medicine (CUSM) seeks a dynamic, strategic, and hands-on Senior Human Resources Business Partner (Sr. HRBP) to join the People and Culture (P&C) team. As a member of the P&C team and as a partner to academic and business units, the Sr. HRBP will play an important role in driving the evolution of HR services in alignment with CUSM's culture and values. This position will support excellence through strategic project management across HR disciplines including employee relations, performance management, classification and compensation, and HRIS/HCM. The ideal candidate will have the ability to be a trusted advisor, change champion, and solution-oriented innovator, possessing a high level of self-awareness, curiosity, and integrity.
This is a new position at CUSM and is available immediately and will remain open until filled. Position Purpose
Under the general direction of the Associate Dean of People and Culture, the Senior Human Resources Business Partner (Sr. HRBP) will play a pivotal role in supporting and executing HR strategic planning and initiatives. The Sr. HRBP requires a deep understanding of HR disciplines with considerable experience, including employee relations, organizational development, employment and regulatory compliance, training, and performance management. This position will foster partnerships across the campus and within the People and Culture team.

Essential Functions
45% Employee Relations
- Manage, resolve, or recommend complex employee relations matters including employee grievances, investigations, and disciplinary/corrective actions, for both academic and staff employees. Support a positive work environment.
- Maintain in-depth knowledge of legal requirements related to the day-to-day management of employees to reduce legal risks and ensure regulatory compliance.
- Serve as a consultative subject matter expert (SME) regarding employee relations matters to assist in maintaining business needs with talent management objectives.
- Develop and maintain HR policies and procedures; maintain the Employee Handbook.
- Advise and support management in strategic workforce planning, succession planning, and mentoring/coaching.
45% HR Portfolio and Project Management
- Write job descriptions, update classification rubrics according to market research, conduct compensation analysis, and monitor internal equity. Participate in performance management practices.
- Identify opportunities to streamline HR processes through technology. Lead and demonstrate problem-solving capabilities. Collaborate with the HR/People and Culture Team to automate routine tasks, improve reporting capabilities, and enhance the overall efficiency of HR operations. Manage vendor relationships.
- Reimagine inefficient systems and processes. Anticipate business needs and leverage change management principles to guide stakeholders through change, fostering resilience and adopting new ways of working. Lead businesses through growth, expansion, and workforce development initiatives. Communicate changes effectively to employees and provide support through transitions.
- Foster continuous process improvement. Establish clear program plans, milestones, and KPIs to monitor progress, adapt strategies as needed, and drive initiatives. Conduct analyses, produce and present reports, and facilitate training/workshops.
- Develop key performance indicators (KPIs), metrics, and dashboards to aid management in decision-making and to measure the success of human resource strategies.
- Partner with the Associate Dean to determine the scope of projects, timelines, deliverables, and required resources.
5% Leadership
- Serve in a team lead capacity within HR/People and Culture, with temporary workers, or with student interns.
- This position requires a mindful approach to resource management and is responsible for maintaining and providing a positive and professional work environment.

Required Educational Qualifications
- Bachelor's degree and a minimum of five (5) years of HRBP experience, or an equivalent combination of education and experience may be considered. Additionally, a minimum of three (3) years of experience in higher education administrative operations including employee relations, compensation and classification, and/or HRIS/HCM application implementations are required.
Skills and Abilities
- Advanced level technology and software skills, including, ADP Workforce Now, Microsoft Office Suite, MS Outlook/Teams, SharePoint, LMS, Halogen/Culture Amp (or similar program), and Adobe Sign.
- Excellent understanding of HR policies, practices, and employment laws.
- Expert ability to conduct and complete objective investigations, document findings, and make recommendations.
- Excellent interpersonal and communication skills, including written and verbal acuity, with the ability to influence and build relationships at all levels of the organization.
- Proven experience supporting academics and senior leaders.
- Proven experience leading technology implementations.

Preferred Qualifications
- Master's degree in a related field, or Juris Doctorate (JD) in labor and employment law.
- HR certification (e.g., HRPM, SHRM, HRCI).
- Executive Coaching Certification.
- Experience in medical education.
- Familiarity with the Family Educational Rights and Privacy Act (FERPA) (20 U.S.C. 1232g; 34 CFR Part 99). Thislaw applies to all schools that receive funds under an applicable program of the U.S. Department of Education.
