Physical Security Analyst

Receives work guidance from a geographical region's senior physical security specialist or lead analyst within the Project Coordination Division of Diplomatic Security's Countermeasures Directorate. Provides dedicated analytical, logistical and information tracking within a geographic region in support the section. Analysts insure the smooth and effective tracking of tasks within their regional sections, and of PCD. Analysts have a selection of set tasks, but also may be assigned to a limited number of special projects and duties based on demonstrated competencies.Responsibilities

• The contractor will provide Physical Security Specialists in support of the Physical SecurityPrograms Office and its subordinate divisions. These positions serve as Department experts onphysical security policies stemming from public law, Department or interagency policies andDiplomatic Security guidelines. Physical Security Specialists are also the primary sources ofDepartment expertise on physical security conditions at each specialist's assigned posts,including knowledge of the number and impact of physical security deficiencies in relation tostandards, as well as mitigation strategies in place to account for vulnerabilities resulting fromphysical security deficiencies. Physical Security Specialists serve as primary authors of officialdocuments detailing physical security conditions for Department decision makers. PhysicalSecurity Specialists support a geographical region's senior physical security specialist (SectionChief) or Branch Chief. Responsibilities include: Expert-level knowledge of legislative and Department / Interagency standards andpolicy: Physical Security Specialists must develop a mastery of policy related tolegislative requirements and Department / Interagency physical security standards. Dueto the fundamental roles of standards in all elements of PSP operations, Physical SecuritySpecialists must demonstrate strong comprehension and analytical skills in order to applyappropriate standards to PSP and Department processes related to physical security,including but not limited to the legislative waiver and standards exception process andphysical security surveys. Legislative waivers and standards exception requests: The PSP function of coordinatingwaiver and exception requests is a direct and primary responsibility of PSP PhysicalSecurity Specialists. These processes are integral to the physical security risk analysisand management process. They also are central to educating Department leadershipabout the risks inherent with U.S. Government presence overseas, as well as in terms ofDepartment leadership's acknowledgement and acceptance of this risk. Physical SecuritySpecialists must possess excellent written and verbal communication skills in order todraft, edit and review documents that will be viewed at the highest levels of theDepartment. Facility Security: Physical Security Specialists are, together with RSOs overseas ordomestic security officers, the Department's foundational elements in the process ofsurveying, and understanding physical security conditions at official Chief of Missionand Department facilities and residential properties overseas and domestically. PSPcoordinates the surveying of these properties, documenting and assessing deficienciesrelated to standards, and managing and mitigating risk associated with physical securityvulnerabilities. Briefings and Briefing Papers: As the Department's foremost experts on physical securityconditions at U.S. Government points of presence overseas, Physical Security Specialistsare regularly called upon to provide in-person briefings or written briefing papers forDepartment leaders, Department oversight bodies, and other high-level U.S. Governmentdecision-makers. Physical Security Specialists must consistently demonstrateoutstanding oral and written briefing skills. Residential Security: Physical Security Specialists must be thoroughly familiar with theirassigned posts' levels of compliance with residential security standards. They must serveas sources of expertise and advice on residential security countermeasures for RSOsoverseas. They track residential security yearly budgets and ensure compliance withDepartment funding and budgeting timeline requirements. Soft Targets: Physical Security Specialists serve as primary PSP points of contact forRSOs on the Department's Soft Target program. They serve as Department experts oncountermeasures appropriate for soft targets, primarily but not limited to schools overseasattended by children of Chief of Mission personnel. They coordinate soft target fundingrequests from RSOs in conjunction with OBO elements. Design Review: Physical Security Specialists are responsible for coordinating designreviews of OBO projects to ensure compliance with OSPB standards, and domestically,to A Bureau and GSA related to domestic standards compliance. This position requires moderate levels of travel. For those divisions covering overseaslocations, this travel is often to locations further than 12 or more hours by air. During theinternational trips, long periods of standing, walking, and bending can be expected. Thisposition may require travel to high threat environments and all contractors will berequired to successfully pass the Department of State's on-line High Threat SecurityOverseas Seminar training course. Successful completion of Department required on-linecourses such as Cyber Security Awareness, EEO briefings and instruction on methods ofhandling National Security information will be required upon entry on duty.

Qualifications

• Qualifications: Bachelor's degree education; or 2 years of continuous, direct work experience in PhysicalSecurity countermeasures or Risk Management. Ability to rapidly learn and apply DS, legislative, and Department / Interagencystandards, and physical/residential security requirements. Demonstrated teamwork and team building experience with those who are not directreports. Excellent writing skills to including editing, ability to identify grammar mistakes,contextual errors, and ability to ensure products conform to established standards. Experience drafting policy, procedures, memos, cables, and preparing reports forexecutives for decision making. Good interpersonal and communication skills that can explain complex details todifferent audiences including working level employees, senior leadership and subjectmatter experts. Excellent research skills. Excellent customer service. Experience in basic data analysis, statistical analysis and demonstrated attention todetail. Experience in basic budgetary accounting procedures and recordkeeping. Demonstrated ability to multi-task, prioritize and track activity. Organized, self-starter who has demonstrated they are internally motivated, takeownership of their program, can work well independently or with a team, and withminimal supervision. Must be proficient in the use of current Microsoft applications (MS Word, PowerPointand Excel), and current SharePoint application
