Leidos is looking for a Senior Program Analyst with a healthcare background to support the Veterans Health Administration's Office of Healthcare Transformation (OHT) for program management, transformation and implementation services. The Senior Program Analyst will participate as a member of a three-person Rapid Response and Triage Team (RRTT) which will triage new projects as identified by OHT and serve as a liaison with the government Project Lead to initiate the scope and staffing plan for the new projects. The RRTT will initiate project planning support while a new project is being staffed. RRTT members will provide initial project assessment, planning, and support plans and documentation, and will also provide a monthly briefing to the OHT Executive Leadership team.

Pay Range: Pay Range $101,400.00 - $183,300.00

- Assess newly developed strategic project needs.
- Engage stakeholders in discussion.
- Initiate draft project scoping letters and response plans.
- Estimate levels of effort and staffing requirements.
Additionally, the Senior Program Analyst may support VHA OHT in the analysis and evaluation of healthcare program effectiveness:
- Conduct program reviews requiring systematic ways of assessing the quality of current and future VHA programs to determine ways to improve programs, inclusive of measuring success, outcomes, and improvement programs.
- Assist VHA in executing program operations to meet the previously established goals and objectives.
- Provide input on the program evaluation and improvement of the organization and management of projects and programs to increase productivity/program performance.
- Assist VHA OHT in the identification of program resources and assist in the development of program reports.
Basic Qualifications:
- Bachelor's degree and 12 - 15 years of prior relevant experience or master's degree with 10 - 13 years of prior relevant experience.
- Minimum 10 years of relevant experience in health care operations.
- Knowledge and experience in VHA operations and successful engagement with senior leadership is essential to success in this role.
- Experience, skills and ability to assess newly developed strategic project needs, engage stakeholders in discussion, initiate a draft project scoping letter and response plan, estimate level of effort and staffing requirements.
- Excellent technical writing, verbal and written communication skills, including experience working directly with customers to discuss their requirements and objectives.
- Must develop a clear understanding of customer goals and objectives and shape work activities to satisfy them.
- Ability to demonstrate agility, flexibility, broad support, commitment to customer satisfaction, responsiveness to contract requirements, and proactive qualities.
- Experience with electronic healthcare records systems.
- Proven and extensive experience in a large-scale integrated Health Care System and with substantive programs focused on Veterans health care and outreach.
- Local to the VA Central Office (within 50 miles of 810 Vermont Avenue NW, Washington, DC, 20420) and able to work on-site at VACO at least two days per week.
