ECS is seeking an Infrastructure Engineering Manager to work in our Arlington, VA office.

ECS is seeking a talented, diligent, collaborative and energetic Infrastructure Engineering Manager to support the Department of Homeland Security's (DHS) Continuous Diagnostics and Mitigation (CDM) Dashboard Ecosystem Program. The CDM Dashboard Program provides cybersecurity tools, integration services, and dashboards to participating agencies to support them in improving their respective security posture. CDM is a large, DHS-managed program which is comprised of several large contracts and various services. ECS is delivering the next generation CDM Dashboard. The CDM Dashboard increases visibility and insight in federal Agencies' cybersecurity posture by aggregating, displaying, and reporting data collected from tools and sensors deployed on agencies' networks which then report to a DHS-managed Federal Dashboard. The CDM Dashboard is comprised of multiple Commercial Off the Shelf (COTS) and open source products, software configuration packages and custom code which work together to operate as a single dashboard solution, tailored to meet DHS requirements. Core technologies include Elasticsearch and Kibana.

ECS is responsible for designing the complete CDM Dashboard solution, and for developing and delivering custom components that work with the prescribed, pre-installed COTS and open source components. ECS is also deploying, operating and maintaining the CDM Federal Dashboard, as well as a subset of Agency Dashboards hosted in a DHS-managed AWS environment under the Agency Dashboard as a Service (DBaaS) offering. CDM DEFEND System Integrators (SIs) are responsible for the installation, configuration, operations and maintenance of the CDM Agency Dashboard which operate in agency environments. Specific task areas within the CDM Dashboard contract include: Requirements Management, Design and Analysis, Development, Testing, Knowledge Management and Communications, Training, Helpdesk Support, Security Support, Deployment Services and Operations & Maintenance.

The Infrastructure Engineering Manager will have ~1-10 direct reports. Specific responsibilities include but are not limited to:
  • Serve as the Product Owner (PO) for the activities under 1 or more teams
  • Plan, define, direct, prioritize/re-prioritize, document, and implement all required activities, processes and procedures for successful Infrastructure activities including but limited to engineering, deployment, testing, operations & maintenance of all application level components of the CDM Dashboard Ecosystem such as ES-X Federal Dashboard upgrades, Agency Dashboard as a Service (DBaaS), CDM Enabled Threat Hunting (CETH) / Host Logging Visibility (HLV), Federal & Agency exchanges such as information exchanges and cross cluster search enablement, and all other emerging services / capabilities, routine activities associated with operating a system across multiple environments including hot-fixes and patching, and very close collaboration with other teams such as Platform, Security and Customer Engagement & Delivery
  • Provide leadership, oversight, collaboration, and accountability for infrastructure functions above including but not limited to scope, schedule, resource / personnel management (e.g. staffing + staff management) and quality control for the functions within the context of agile as well as traditional management processes
  • Ensure robust documentation of Team purpose, services, responsibilities through a "charter" like document as well as standard operating procedures and contract deliverables
  • Ensure delivery of robust documentation of clear, streamlined, efficient and automated (to the greatest extent possible) processes and procedures
  • Continually identify and implement process improvements for the aforementioned functions as well as other areas across the program as collaborative / constructive feedback
  • Provide thought leadership, guidance and coaching for team members as well as hands-on support for work. This includes typical people management activities such as performance reviews and supporting career development and training for team members
  • Positively and effectively collaborate and communicate with customers, stakeholders, leadership, peers, and team members across the program to ensure high quality and timely delivery
  • Model and exhibit ideal leadership behaviors including flexibility to achieve vision and mission which includes collaborating across teams to define and achieve long term and short objectives
    • Ensure that all interactions (no matter what level or who) encourage a safe "fail fast" environment in which it's safe to speak up, raise ideas, issues, solutions, or anything else; everyone at all levels should feel safe to talk with and speak up with the successful candidate
  • Advance and support agile (SAFe) principles and practices
  • Closely collaborate, help guide, support, provide background knowledge with / for any delivery managers (e.g. project managers, account managers, engagement, indirect customer engagement efforts) and provide technical resource(s) to support such engagements.
  • Highly support (e.g. provide technical support or delegate) but not lead reoccurring customer engagement efforts such as TEM/TAMs, Agency or SI meetings, etc.).


  • 15+ years of systems engineering leadership experience including solid functional knowledge, including but not limited to full life-cycle engineering across all domains including AWS Cloud services and integrations and Elasticsearch, Logstash, and Kibana (ELK) stack
  • Proven record of high performance and substantial achievements in past positions including demonstrating soft skills like being a team player, collaborative attitude, ability to learn & grow, and grace under fire
  • Strong communication skills with both technical and non-technical stakeholders
  • Experience planning and executing work in an Agile Environment, especially using the Scaled Agile Framework (SAFe) (e.g. experience being a Product Owner for 1 or more engineering teams)
  • High level of demonstrated experience and understanding of Agile delivery methodologies (in particular SAFe) and tools, including Atlassian Jira and Confluence in particular Jira Advanced Roadmaps.
  • Able to work in a dynamic team environment, collaborate well with others, and take initiative to solve complete problems
  • Strong analytical, qualitative, and quantitative problem-solving skills
  • Deep understanding of Federal Government contracting
  • Initiative taker, eager to break new ground, and create opportunities
  • Ability to work effectively with people at all levels in an organization, comfortably and effectively engaging with front-line teams and C-suite leaders
  • Excellent communication and collaboration skills, including customer and employee engagement

  • Experience in measuring progress against KPIs, successfully balancing the customer's needs and value to ECS
  • Thought leader, leveraging their deep domain experience, customer relations, and industry trends to hone in on opportunities and focus intently on realizing them
  • Excellent attention to detail and organizational skills, paired with the ability to manage multiple priorities and stakeholders
  • Demonstrated leadership in team environment and excellent general management and "project management" capabilities including: ability to lead evaluation of scope, staffing, risk, dependencies, communications, and quality
  • Demonstrated experience and success managing the development and operations of IT solutions in large and complex application environments, preferably for the Federal Government
  • Advanced cyber security knowledge and critical thinking skills
  • US citizenship required per contract and ability to acquire DHS Suitability
