Description

Under general supervision of the Director, oversees and manages the operations of the Department's housing programs, including setting policies and budgets, managing and training staff, and ensuring compliance and participant eligibility. Programs managed are associated with County's Community Development Block Grant (CDBG), HOME Investment Partnership Grant (HOME) and Housing Choice Voucher programs.

Essential duties and responsibilities may include, but are not limited to, the following:
  • Program Management:
    • Oversee the day to day operations including applicant screening and eligibility and annual and interim recertifications for the housing choice voucher program, and homeowner programs including new construction, rehabilitation and reconstruction programs.
    • Develop goals, objectives, and action steps for program activities including developing new housing programs, and preparing grant applications.
    • Prepare and update contracts, agreements, forms and program procedures as needed.
    • Conduct ongoing program evaluations and implement changes as needed.
    • Maintain and oversee software and electronic recordkeeping systems.
  • Program Compliance:
    • Ensure program complies with government grant requirements, environmental conditions, and housing quality standards.
    • Prepares various reports for reporting program operations and compliance.
  • Staff Management:
    • Interview and recommend selection of staff. Train new employees on applicable laws, regulations and procedures. Supervise and prepare performance evaluations for department staff.
    • Ensure team provides a client-centered approach to case management and client engagement, and maintains consistent communication.
  • Client Engagement:
    • Research, respond, mediate and provide resolutions to landlord and tenant, and owner and contractor disputes.
    • Participate in outreach and strategy meetings to ensure programs are targeting eligible participants.
  • Budgeting and Monitoring:
    • Prepare and monitor budgets, funding allocations, and HUD program reports.
    • Approves preparation of requisition orders, resolutions, and ordinances for County and participating jurisdictions for compliance documentation.
    • Review and prepare invoices, payments and draw requests for the CDBG, HOME, housing authority and departmental expenses through local (County) and federal financial management systems.
    • Monitor and oversee agreements and vendor contracts for CDBG, HOME, and housing authority programs.
  • Handles confidential information and maintain and secure privacy.
  • Attends and participates in meetings, seminars, training workshops and conferences as required.
  • Represents the Director and manages office operations in their absence.

Qualifications

Education, Experience and Training Guidelines:

Bachelor's degree in an applicable academic discipline or?related?field of study consistent with this position; at least three (3) years management experience; knowledge of Housing and Urban Development (HUD) rules and regulations preferred; OR an equivalent combination of education, training and experience as determined by Human Resources.

Knowledge of:
  • Housing authority reporting and measurement requirements, or related housing systems.
  • Applicable local, state and Federal statutes, rules, codes and regulations governing housing authorities and housing and community development program operations.
  • Database systems used in program and records management
  • Demonstrated strong supervisory ability and leadership skills.
  • Department policies, procedures and regulations covering specific areas of assignment.

Skill in:
  • Operating a personal computer, including but not limited to strong computerized spreadsheet skills with emphasis on formulas and calculations and various software applications.
  • Communicating effectively, both orally and in writing, including but not limited to comprising and drafting letters, memorandums and other correspondence.
  • Establishing and maintaining cooperative working relationships with managers, supervisors, employees, external public agencies, suppliers, program applicants and participants and the general public.
  • Using initiative, discretion and decision making within established procedures, guidelines and rules.
  • Defining problems, collecting data, establishing facts and drawing valid conclusions.
  • Providing effective management and customer service.
  • Exhibiting strong organizational skills with emphasis on details, follow-up, and coordinating schedules.

LICENSE & CERTIFICATION REQUIREMENTS:

Valid Texas Driver's License.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

Work is typically performed in an office work environment and some field work required to review and inspect housing construction sites and/or inspect rental units. May be required to lift and carry items weighing up to 25 pounds. Exposure to communicable diseases is possible. While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; sit; use hands to finger, handle, or feel; reach with hands and arms. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
