Portfolio Program Manager

GARUD is in search of a motivated, self-driven Portfolio Manager to join our team supporting a the ongoing growth of our Department of Homeland Security portfolio! The ideal candidate must have managed a portfolio of at least 5 programs/projects valued at over $10M annually, has a proven ability to both identify new work and grow work organically and has a solid understanding of Program Management fundamentals to include the management of P/L across the portfolio.

Responsibilities & Duties
  • Provide program management capability and professional business relations with a diverse customer base and across a multi-disciplined team which includes Acquisition Managers, Executive Assistants, Business Analysts, Financial Analysts, Strategic Communications, Graphics Artists, Training and Exercise personnel, Information Managers and Data Analysts.
  • Formulating and enforcing work standards, assigning schedules, reviewing work discrepancies, and communicating policies, purposes, and goals of the organization to subordinates.
  • Integrate and coordinate all activities needed to execute requirements, including the timeliness, completeness and quality of problem identification, Corrective Action Plans (CAPs), timely identification and resolution of issues, effective/responsive management of Subcontractors, overall customer satisfaction, and professional and ethical behavior.
  • Management of entire portfolio in accordance with established ISO and CMMI processes and procedures.
  • Manage and maintain contractor interface with the senior levels of the customer's organization.
  • Consult with customer and contractor personnel to formulate and review task plans and deliverables, ensuring conformance with program and project task schedules and costs and contractual obligations.
  • Develop and maintain an effective Project Management Plan and Quality Control (QC) program to include a schedule of deliverables and monthly reporting requirements.
  • Manage Profit / Loss contract responsibilities.
  • Support Business Development opportunities that are related to the individuals assigned contract and personal expertise.

Required Educations, Experience, Knowledge, Skills & Abilities
  • Bachelor's degree
  • Experience specifically supporting projects for DHS
  • A minimum of ten (10) years' recent and relevant experience managing a mid-sized portfolio.
  • Microsoft Office product proficiency (Word, Excel, Outlook, PowerPoint)

Knowledge, Skills & Abilities (Desired)
  • Master's degree required
  • Project Management Professional (PMP) certification is preferred but not required.
  • TS/SCI eligibility is desired.

Location: Hybrid schedule with expectation to report into one of the offices located in the National Capital Region.

Citizenship and Security Clearance Requirements:
  • U.S. Citizenship is required.
  • Ability to pass DHS Background Investigation.
  • Minimum of a Secret Security Clearance at time of hire.
